Documents Needed for Stockport Council Tax Reduction Claim

Stockport Council's online claim form is straightforward enough, but the evidence requirements trip up a surprising number of applicants. The council may request missing documents and give you a deadline; if you do not provide requested evidence by then, your claim may be refused. Gathering everything before you start the form saves you from that race.

Identity Documents

The council needs to verify who you are. Acceptable proof for both you and your partner (if applicable):

  • National Insurance card or letter showing your NI number
  • Valid passport
  • UK photocard driving licence
  • Birth certificate

You need at least one of these. A National Insurance number alone isn't enough — they want a document that confirms your identity alongside it.

Proof of Council Tax Liability

The council needs to confirm you're actually liable for Council Tax at your Stockport address:

  • Your current Stockport Council Tax bill (the annual demand notice), or
  • A signed tenancy agreement showing your name and the property address

If you've just moved in and haven't received a bill yet, the tenancy agreement covers it.

Income Evidence

What you need depends on how you earn:

Employed: 5 consecutive weekly payslips, or 2 consecutive monthly payslips. The council uses these to calculate your net weekly income — gross earnings minus tax, National Insurance, and half your pension contributions.

Self-employed: audited accounts or a profit and loss statement. For the first 12 months of trading, the council uses your actual declared income. After that, they may apply a Minimum Income Floor based on the National Living Wage for your declared hours.

Universal Credit: your full DWP award statement showing the element breakdown and any deduction schedule. The council also pulls data electronically from DWP, but having the statement ready speeds up the process.

Other benefits: award letters for any other income — Tax Credits (if you're still on legacy benefits), Employment and Support Allowance, carer's allowance, or any occupational pensions.

Bank Statements — The One That Catches People

This is the most common sticking point: Stockport Council requires the last 2 consecutive months of bank statements for every account you hold. Current accounts, savings accounts, ISAs, joint accounts — all of them.

The council uses these to verify your capital is under the £8,000 limit and to cross-check your declared income. Gaps in the statements or missing accounts can delay your claim or trigger a refusal.

If you bank online, download PDF statements rather than screenshots. If you bank in branch, request printed statements with enough lead time — some banks take a few days to produce them.

Non-Dependant Information

If any other adults live in your household (grown children, friends, relatives who aren't your partner or a paying lodger), you'll need evidence of their gross weekly income. The council applies a £5 or £10 weekly deduction from your award based on whether each non-dependant earns above or below £188 per week.

If the non-dependant is a full-time student or receiving certain passported benefits, the deduction is zero — but you'll still need to declare them and provide proof of their status.

Submitting Your Claim

Everything goes through the council's online portal — search stockport.gov.uk for "council tax support claim form." You can upload documents during the application. If the council requests more evidence, follow the submission instructions it gives you.

If you can't do the online form, call 0161 217 6014 for assisted claim support. Care leavers have a dedicated route through the Leaving Care Team on 0161 475 6700.

The Stockport Council Tax Reduction guide includes a printable evidence-gathering checklist you can work through before opening the online form, so you know exactly what's missing and what format the council accepts.
