What Documents Do I Need for Council Tax Reduction? Evidence Checklist
Why Evidence Matters More Than the Application Itself
Filling in the CTR application form is the easy part. The evidence is where claims stall. Councils process hundreds of applications and take a strict approach to verification — if a document is missing, unreadable, or incomplete, your claim sits in a holding queue until you supply it. Meanwhile, your council tax instalments keep falling due.
The council typically gives you one calendar month from the evidence request to supply missing proof. If you need more time, ask the council for an extension before the deadline; late evidence can put the original claim date at risk.
Get your documents together before you open the portal. That one step prevents most of the processing delays people run into.
The Full Evidence Checklist
Identity (You and Your Partner)
Your council needs to confirm who you are. Accepted documents include:
- Valid passport
- UK photocard driving licence
- National identity card
- Birth certificate plus a DWP benefit award letter (if you don't have photo ID)
- Marriage or civil partnership certificate (if applicable)
Proof of Address and Council Tax Liability
The council needs to see that you live at the property and are liable for the bill:
- Signed tenancy agreement or tenancy document
- Mortgage statement
- Recent utility bill (gas, electricity, water)
- Solicitor's completion letter if you've just moved in
Income — Employed
- Last 5 consecutive weekly payslips, or
- Last 3 fortnightly payslips, or
- Last 2 monthly payslips
- Employer statement form (if your council provides one)
- HMRC P60 (for annual verification)
Income — Self-Employed
- Audited accounts or detailed profit-and-loss statement
- HMRC Self Assessment tax return (most recent filed)
- Business bank statements covering the last 2–3 months
- Self-employed income/expense logbook (if the council has its own form)
Income — Benefits
- Universal Credit award letter or journal screenshot showing the monthly award
- ESA, JSA, or Income Support decision letters
- PIP or DLA award notice
- Carer's Allowance decision letter
- Child Benefit award notice
- Any other benefit letters (Maternity Allowance, Bereavement Support Payment)
Savings and Capital
- Bank statements for all accounts (current, savings, ISAs) covering the last 2–3 consecutive months
- Building society passbooks
- Premium Bond statements
- Share certificates or investment account statements
Household Composition
- Birth certificates for dependent children
- Child Benefit award letters
- School registration letters (if needed for child dependant verification)
- If non-dependant adults live with you: evidence of their income (the council deducts a fixed weekly amount based on each non-dependant's gross earnings)
Common Evidence Mistakes
Missing pages from bank statements. Councils want complete, consecutive statements — not selected pages. If you download PDFs from your banking app, make sure every page is included, including the ones that just show a running balance with no transactions.
Screenshots instead of official letters. Send the format your council requests. If it asks for a DWP decision letter, provide the formal document rather than a screenshot of an email notification.
Partner's documents forgotten. If you live with a partner, their income and savings are assessed jointly. Forgetting their payslips or bank statements is one of the most common causes of evidence requests and delays.
Non-dependant income missing. If an adult child or other relative lives with you, the council will apply a non-dependant deduction based on their income. You'll need evidence of what they earn, even if they're not part of your claim.

What If You Can't Get a Document in Time?
Contact the council's benefits team before the deadline expires and explain what's missing and why. Ask whether it can extend the deadline; the council's decision is not automatic.
If a document genuinely doesn't exist (you've just started a new job and don't have five payslips yet), explain this on the form or in a covering note and ask what alternative evidence the council will accept.
The Council Tax Reduction guide includes a pre-sorted Evidence Submission Audit Sheet you can work through before starting your application, with spaces to tick off each document and note what's still outstanding.
