What Documents Do I Need for Council Tax Reduction in North Yorkshire?
The Evidence Checklist
North Yorkshire Council processes CTR applications online, and incomplete document submissions are one of the most common reasons for delays. Having everything ready before you start saves time and avoids the back-and-forth of the council requesting additional evidence.
Here's what you need, organised by category.
Identity and Address
- Passport or UK driving licence
- A recent utility bill or official correspondence showing your current address
- Your 13-digit Council Tax account reference number (starts with 9 — it's on your Council Tax bill or demand notice)
If you have a partner, you'll need their identity documents too.
Income Proof
Employed: five consecutive weekly payslips or two monthly payslips. These establish your average net earnings for the income band assessment. If your hours or pay fluctuate (zero-hours contract, shift work), try to provide payslips that represent a typical period.
Self-employed (not on UC): your most recent self-assessment tax return or audited profit-and-loss accounts. The council assesses actual net trading profit — gross receipts minus allowable business expenses. No Minimum Income Floor is applied for non-UC self-employed claimants.
Self-employed (on UC): your Universal Credit award statement is the primary document, since the council uses the DWP's assessed income figure (which may include the Minimum Income Floor). Your business accounts may still be requested as supporting evidence.

Capital and Savings
Two consecutive months of full bank statements for every account you hold. Current accounts, savings accounts, ISAs, investment accounts — all of them. The council needs to verify your total capital is under the £6,000 working-age limit.
If you hold Premium Bonds, stocks, shares, or own property other than your main home, provide recent valuations or statements for those too.
Benefit Award Letters
Any of the following that apply to your household:
- Universal Credit award statement (showing the breakdown by element)
- PIP decision letter
- DLA award notice
- Attendance Allowance letter
- ESA notification (specifying whether you're in the Support Group)
- Income Support, JSA, or ESA award letter (for passported claims)
- Carer's Allowance confirmation
- Child Benefit notification
These serve two purposes: they prove passported entitlement (for IS/JSA-IB/ESA-IR claimants) and they confirm which income sources should be disregarded from the assessment (PIP, DLA, Child Benefit, Carer's Allowance, the UC housing element).
Housing Costs
If you rent, your tenancy agreement or landlord's confirmation of rent amount. If you have a mortgage, a recent mortgage statement. These aren't always required for CTR specifically, but the council may ask for them as part of a broader assessment.
Tips for Uploading
The online portal accepts scanned documents and phone camera photos. Make sure bank statement images are clear enough to read — blurry uploads get rejected. Upload documents as soon as possible after submitting the form; the council won't process your application until the evidence is complete.
