North Yorkshire Council Tax Reduction: Who Qualifies and How Much You Get

What the North Yorkshire Council Tax Reduction Scheme Actually Does

North Yorkshire Council runs a local Council Tax Reduction (CTR) scheme that can cut your bill by 25%, 50%, 75%, or wipe it out entirely. The scheme covers working-age residents across the whole unitary authority area, formed from the former districts in 2023. The City of York operates its own separate scheme, so if you live within York's boundaries, these rules don't apply to you.

For the 2026/27 financial year (April 2026 to March 2027), North Yorkshire uses an income-banded system rather than the old means-testing approach. Your capital determines whether you meet the £6,000 cutoff; if you do, your weekly net income and household type determine your percentage discount.

Who Qualifies

You need to tick three boxes:

  • You're liable for Council Tax on a property in the North Yorkshire Council area
  • That property is your sole or main residence
  • Your capital (savings, investments, non-primary property) is under £6,000

If you receive Income Support, income-based Jobseeker's Allowance, or income-related Employment and Support Allowance, you're automatically placed in the 100% support category — your Council Tax bill is covered in full.

For everyone else, the council compares your weekly net income against a grid based on your household type. Disability benefits like PIP and DLA are completely ignored in the income calculation, as are Child Benefit and Child Maintenance.

The Income Band Grid

The 2026/27 scheme uses four household categories with five discount tiers:

A single person earning up to £151 per week (after disregards) gets 100% off. Between £151.01 and £201, you get 75%. From £201.01 to £263, it's 50%. Between £263.01 and £331, you get 25%. Above £331, no reduction.

A couple gets 100% up to £208 per week, 75% from £208.01 to £259, 50% from £259.01 to £325, and 25% from £325.01 to £389.

A family with one child gets 100% up to £273, and a family with two or more children gets 100% up to £338. The thresholds scale upward at each tier.

One notable feature: non-dependant adults living in your household — adult children, elderly relatives, lodgers — cause zero deduction to your award. Many councils penalise you for having working adults in the home. North Yorkshire doesn't.

What Counts as Income (and What Doesn't)

The council looks at your net earned income after tax, National Insurance, and half of any pension contributions. On top of that, they subtract standard weekly disregards: £25 for a single person or £50 for a couple or lone parent. If anyone in the household receives a qualifying disability benefit, there's an extra £40 per week taken off.

Universal Credit's housing element is fully ignored — it doesn't push you into a higher income band.

The £6,000 capital limit is a hard cutoff. There's no gradual taper. At £6,000 in capital, your entitlement drops to zero.

How to Get Started

Applications go through North Yorkshire Council's online portal at northyorks.gov.uk. You'll need your 13-digit Council Tax reference number (starts with 9), two months of bank statements, income proof, and any benefit award letters.

If you've been eligible for months but only just found out about the scheme, you can request backdating for up to 12 months — though you'll need to show good cause for the delay.

The North Yorkshire Council Tax Reduction Process Guide walks through the entire application step by step, including the income calculation worksheet and evidence checklist that help you work out your band before you apply.

For anyone struggling with Council Tax debt or enforcement action, free advice is available from North Yorkshire Citizens Advice and Law Centre (0808 278 7900), StepChange (0800 138 1111), and National Debtline (0800 808 4000).
