North Yorkshire Council Tax Reduction Savings Limit: The £6,000 Capital Rule Explained
The Hard £6,000 Cutoff
North Yorkshire Council's working-age Council Tax Reduction scheme has a strict capital limit of £6,000. If your total capital reaches or exceeds that figure, your entitlement drops to zero — not reduced, not tapered, just gone. There's no gradual withdrawal and no tariff income calculation on savings below the threshold.
This is sharper than many people expect. The pension-age scheme has a £16,000 capital limit unless you receive Guarantee Credit. But for working-age residents, £6,000 is a cliff edge.
What Counts as Capital
Capital includes everything liquid or readily convertible:
- Current accounts and savings accounts
- ISAs (cash and stocks & shares)
- Premium Bonds
- Stocks, shares, and unit trusts
- Non-primary residential property
- Lump-sum payments sitting in your account
The council looks at your total across all accounts. If you have £3,000 in a current account and £3,100 in a savings account, you're over the limit and you won't qualify.
What Doesn't Count
The working-age scheme information lists liquid accounts, savings, ISAs, Premium Bonds, stocks, shares, and non-primary residential property as capital. It does not set out a full list of exclusions. Check with the council before excluding a particular asset from your total.

If You're Close to the Threshold
The council assesses your declared capital against the £6,000 limit. Report changes that bring your total savings close to or above that threshold. A few practical points:
If you have given away or transferred capital to bring your total below £6,000, ask the council how that will affect your assessment rather than assuming the transfer removes it from the calculation.
If your savings fluctuate around the £6,000 mark — perhaps because of irregular self-employment income — timing matters. You'll need two months of bank statements for the application, and those statements need to show your capital position.
The Pension-Age Difference
The test turns on whether the applicant has reached the qualifying age for State Pension Credit, not whether they are receiving a State Pension. The pension-age scheme is national and has a £16,000 capital limit unless the claimant receives Guarantee Credit. A mixed-age couple on a joint Universal Credit claim is assessed under the working-age scheme.
