Council Tax Reduction for Self-Employed Residents in North Yorkshire

Two Different Rules for Self-Employed Residents

North Yorkshire Council assesses self-employed income differently depending on whether you claim Universal Credit. The distinction is significant — the same person with the same business profit could end up in different Council Tax Reduction bands depending on their UC status.

If you're on Universal Credit, the council takes the self-employed net income figure the DWP has calculated for your UC claim, including any Minimum Income Floor (MIF) the DWP has applied. If the DWP has used a MIF in your UC assessment, that figure carries into your CTR calculation.

If you're not on Universal Credit, North Yorkshire Council assesses your actual net trading profit: gross receipts minus allowable business expenses. There is no local Minimum Income Floor. Your real profit is your real profit, even if it's low.

How Net Profit Is Calculated

For non-UC self-employed residents, the council works from your business accounts:

  1. Start with gross business receipts
  2. Subtract allowable business expenses (materials, rent, utilities, insurance, travel, professional fees)
  3. The result is your net profit

Net profit is then treated like net wages for the income band assessment. Standard disregards still apply: £25/week for a single person, £50/week for a couple or lone parent, and £40/week if qualifying disability benefits are in payment.

The council may ask for submitted trading accounts or a self-assessment tax return to establish your actual net profit.

Worked Example: Sole Trader Couple

A sole trader lives with their partner and has no children. Gross weekly receipts: £500. Allowable expenses: £200. Net profit: £300. Capital is £4,000 (under the £6,000 limit). No UC is claimed.

Apply the £50 couple earnings disregard: assessed income is £250 per week. Against the 2026/27 couple bands, this falls in the £208.01–£259.00 bracket, giving a 75% Council Tax Reduction.

If this same person claimed UC and the DWP applied a Minimum Income Floor higher than their actual profit, their assessed income for CTR purposes would be higher — potentially pushing them into a lower discount band.

What to Do if Your Income Fluctuates

Self-employed income rarely stays flat. Seasonal businesses, new ventures, and project-based work all create weeks where earnings drop well below average. The council assesses based on the evidence you provide, so keeping clean records matters.

If your income drops significantly after an initial assessment, report the change within 21 days. The council can reassess your band. Equally, if business picks up and your income rises past a threshold, you're required to report that too — failing to do so can result in an overpayment being debited back to your Council Tax account.

The North Yorkshire Council Tax Reduction Process Guide includes a self-employed income worksheet and a change-tracking log to help you stay on top of reporting obligations.
