What Documents Do You Need for Council Tax Reduction?
Why Evidence Matters More Than You Think
Most council tax reduction claims that stall don't stall because the applicant is ineligible. They stall because evidence is missing. A bank statement with a page gap, an occupational pension letter from two years ago, a savings account the applicant forgot to mention — any of these can pause your claim for weeks while the council writes back asking for more.
Getting your evidence right the first time is the single most effective thing you can do to speed up your application.
The Core Documents Every Applicant Needs
Identity and National Insurance:
- National Insurance number (yours and your partner's if applicable)
- Proof of identity — passport, driving licence, or birth certificate
- Proof of address — utility bill or council tax demand notice
Income proof:
- State Pension award letter (from the DWP, showing your weekly amount)
- Occupational or private pension payslips — the latest available, showing gross and net amounts
- Any earnings from employment or self-employment (payslips or accounts)
- Carer's Allowance, Attendance Allowance, PIP, or DLA award letters
- Any other regular income — rental income, annuity payments, maintenance
Capital and savings:
- Bank statements for every account — current accounts, savings accounts, ISAs. The council typically wants the last two months, and every page. A missing page from a 12-page statement will trigger a follow-up letter.
- Building society passbook — the latest updated page showing the balance
- Investment statements — stocks, shares, unit trusts, National Savings certificates
- If you own property other than your home — evidence of its value and any outstanding mortgage
Pension Credit recipients:
- Your Pension Credit award letter. If you receive Guarantee Credit, this is the document that passports you to maximum council tax reduction. The council may already have your DWP figures via the ATLAS data feed, but having the letter saves time if there's a mismatch.
What You Don't Need to Prove
Your main home is automatically disregarded from the capital assessment — you don't need to provide a valuation. Undrawn pension pots (money still sitting in a pension scheme you haven't accessed) are also disregarded. Disability benefits like Attendance Allowance, PIP, and DLA are fully disregarded as income, but you should still provide the award letter because receipt of these benefits triggers valuable disability premiums in the means test.

If Someone Lives With You
If a non-dependant adult (typically an adult child) lives in your home, the council applies a fixed weekly deduction to your award based on that person's gross income. You may need:
- Evidence of the non-dependant's gross weekly earnings (payslips)
- Proof of any benefit the non-dependant receives that affects the deduction band (Pension Credit, Income Support, income-related ESA)
- Evidence that you receive Attendance Allowance, PIP daily living, or DLA care component — these exempt you from non-dependant deductions entirely
Common Evidence Mistakes
- Providing net pension figures instead of gross: The means test uses gross income. An occupational pension payslip showing £650/month after tax deductions won't do — the council needs the pre-tax figure.
- Missing bank statement pages: A gap can prompt the council to ask for more evidence. If your statement runs to eight pages, send all eight.
- Forgetting joint accounts: If you hold a joint account with someone other than your partner, the council will want to see it. Your share of the balance counts as your capital.
- Old documents: A Pension Credit letter from 2023 isn't good enough. The council needs current rates.
