Bradford Council Tax Reduction Documents: What Evidence You Need
Incomplete evidence is one of the main reasons Bradford CTR claims stall. The council gives you one calendar month from submission to provide all supporting documents — miss that deadline and your claim can be closed. Having every document ready before you apply avoids this entirely.
The Full Evidence Checklist
Bradford Council requires documentation across seven categories. Every item on this list is drawn from the council's published verification requirements.
1. Identity Verification
- Passport
- UK photo driving licence
- Birth certificate (if no photo ID is available)
Both you and your partner (if applicable) need separate identity documents.
2. National Insurance Proof
- P45 or P60
- HMRC or DWP letter showing your National Insurance number
- A payslip showing your NINO
You only need one of these — the purpose is to confirm your NI number, which Bradford Council uses to match your records across government systems.
3. Income: Employed
- Five consecutive weekly payslips, or
- Two consecutive monthly payslips
The payslips must be consecutive — five random payslips from different periods will be rejected. The council uses these to calculate your average net weekly earnings after tax and National Insurance.
Bradford's published requirements list five weekly or two monthly payslips; if you are paid fortnightly, confirm with the Benefits Team which set to provide.
4. Income: Self-Employed
- Audited profit and loss accounts, or
- HMRC Self Assessment tax calculation (SA302)
- Business bank statements (two months minimum)
Bradford converts your annual net profit to a weekly figure for the means test.
5. Income: Universal Credit
- Your latest full UC monthly statement — the complete PDF from your UC journal, showing all elements, deductions, and any earnings
Do not submit a screenshot or partial statement. The council needs to see housing elements, childcare elements, and any deductions to correctly assess your income for CTR purposes.
6. Capital and Savings
- Two consecutive months of bank statements for every account you hold — current accounts, savings accounts, ISAs, building society accounts
This is the evidence category that catches the most people. The council wants to see every account, including ones with small balances or ones you rarely use. Each statement must show opening balance, closing balance, and all transactions. The £16,000 capital limit is an absolute threshold — exceeding it disqualifies you regardless of income.
7. Non-Dependant Income (If Applicable)
- Payslips or benefit entitlement letters for any adult aged 18+ living in your household who is not your partner
Non-dependant deductions are calculated from their gross income. If you cannot provide proof, contact the council about how it will assess the deduction.
How to Submit Evidence
For an existing claim, Bradford Council accepts supporting evidence through its separate online upload portal:
- Online upload portal — the dedicated evidence submission form at onlineforms.bradford.gov.uk (separate from the main application form)
If you need help submitting evidence, call the Benefits Team on 01274 432772.
When uploading digitally, ensure documents are legible, complete (all pages visible), and within the portal's file size limits. Blurry phone photos of bank statements are a common rejection trigger.
The One-Month Deadline
From the date Bradford Council receives your CTR application, you have one calendar month to supply all outstanding evidence. If the deadline passes without the required documents, the council can close your claim. You may need to reapply, which can affect when support starts; you can still request working-age backdating of up to one calendar month if you show continuous good cause.
If you cannot gather everything in time, call 01274 432772 to explain the delay. The council has discretion to extend the window in exceptional circumstances.
