Documents Needed for Council Tax Reduction in Leeds
The One-Month Evidence Deadline
Leeds City Council gives you one calendar month from the date it requests evidence to supply everything. Miss that deadline without arranging an extension and your claim gets rejected — not delayed, rejected. You would need to start again with a fresh application, and your new start date would be later, costing you weeks or months of support.
Gather your documents before you start the application. The online form at leeds.gov.uk/cts lets you upload scans or photos as you go, so having everything in a folder on your phone or computer makes the process much faster.
The Core Documents
For every applicant:
- National Insurance numbers for you and your partner (on a payslip, benefit letter, or tax document)
- Photo ID — passport, driving licence, or biometric residence permit
- Proof you live at the address — a recent utility bill, tenancy agreement, or bank statement showing the address
Income evidence (employed):
- Five consecutive weekly payslips, or two consecutive monthly payslips
- Your most recent P60 if available
Income evidence (self-employed):
- Your most recent profit-and-loss accounts (the council needs to see turnover, expenses, and net profit)
- Bank statements for your business account
Income evidence (on benefits):
- Your latest Universal Credit award statement (download from your UC journal)
- Award letters for any other benefits — ESA, JSA, Income Support, PIP, DLA, Carer's Allowance, Child Benefit
Bank statements:
- Consecutive statements covering at least the last two months for every open account — current accounts, savings accounts, and any accounts held jointly
- The council uses these to verify both your income and your capital (savings)
If non-dependant adults live with you:
- Evidence of their gross weekly income (payslips or a signed declaration). The council uses this to calculate the non-dependant deduction from your award
Capital and Savings Evidence
If you have savings, investments, or property other than your home, be ready to show their value. The capital limit for working-age CTS in Leeds is £16,000 — anything above that disqualifies you entirely. The council counts current accounts, savings accounts, ISAs, premium bonds, shares, and the value of any property you own that you do not live in.
You do not need to declare the value of your main home, your car, or personal possessions.

What If You Cannot Get a Document in Time
Contact the Benefits Service (0113 222 4404) before the deadline expires and explain which document you are waiting for and why. The decision maker may allow a longer period if they consider it reasonable, so ask before the one-month deadline passes. If your employer is slow with payslips or the DWP has not issued your award letter, ask the council what evidence it will accept and whether it will allow more time.
The Leeds Council Tax Reduction guide includes a printable evidence checklist organised by employment status, so you can tick off every document before you start the application and avoid the one-month scramble.
