How to Apply for Council Tax Reduction in Leeds

The Application Routes

Leeds City Council gives you three ways to apply for Council Tax Support (their name for Council Tax Reduction). The fastest is through their online portal at leeds.gov.uk/cts. You fill in your household details, income, and savings, then upload scanned documents. The whole thing takes 20–30 minutes if you have your paperwork ready.

If you cannot use the online form, request a paper application from the council's Benefits Service by calling 0113 222 4404 (weekdays 9am–5pm, Wednesdays from 10am). You can also get help in person at a Leeds Community Hub, where staff will walk you through the digital form on a shared screen.

What You Need Before You Start

Gather these before you begin — the council gives you one calendar month to supply evidence after they ask, and missing that deadline means your claim gets rejected:

  • National Insurance numbers for you and your partner
  • Photo ID (passport, driving licence, or biometric residence permit)
  • Bank statements for all open accounts covering at least the last two months
  • Recent payslips — five weekly or two monthly
  • Your latest Universal Credit statement (from your online journal) or benefit award letters
  • If self-employed, your most recent profit-and-loss accounts

Having everything ready before you start the form prevents the back-and-forth that delays most claims.

The Universal Credit Data Gateway

If you claim Universal Credit and indicate that you want help with council tax, the DWP can send an electronic notification to Leeds City Council. Under the Leeds UC CTS Scheme, you are treated as having applied on the first day of your UC entitlement if the council receives both the new-claim notification and a related first-payment record.

There is a catch. If the DWP data feed is delayed or incomplete, the council may record your claim date as the day it receives your application. A CTS application made within one month of the date you made your UC claim is treated as having been made on the first day of UC entitlement arising from that claim. The council can also treat a DWP electronic notification of a new UC claim and first payment record as a CTS claim from the first day of UC entitlement.

What Happens After You Apply

The council assesses your claim against one of two working-age schemes: the Universal Credit CTS Scheme (if you receive or recently received UC) or the General CTS Scheme (for legacy benefits like income-related ESA or Income Support). Your award is not paid as cash — it appears as a credit on your council tax bill, reducing what you owe.

The council will notify you of its decision and, if it awards CTS, adjust your council tax account and bill.

Before You Apply, Check Your Eligibility

For a working-age claim, the basic checks are that you live in the property as your main home, are legally liable for council tax, are present in the UK, and have capital of £16,000 or less. Pension-age rules differ, including an exception for people of qualifying age who receive Pension Credit. The maximum standard working-age award is 75% of your net council tax charge (after any Single Person Discount), meaning you always pay at least 25% yourself.

If your circumstances are straightforward and you want the full picture of how Leeds calculates your award — the surplus income formula, the non-dependant deductions, backdating rules, and how to appeal if the council refuses — the Leeds Council Tax Reduction guide walks through every step.

Free Help With Your Application

Leeds has strong free support. Citizens Advice Leeds (0808 278 7878) offers benefit checks and help filling in forms. The council's own Welfare Rights Unit (0113 376 0452) provides specialist casework and can represent you at appeal. Money Buddies offers face-to-face help at Community Hubs across the city.

You do not have to navigate this alone. But if you prefer to prepare your application independently and want a structured checklist covering all the evidence, deadlines, and scheme rules in one place, the Leeds Council Tax Reduction guide has everything you need.
