How to Apply for Council Tax Reduction in Bradford

Bradford Council runs its own Council Tax Reduction (CTR) scheme for working-age residents — and it does not happen automatically. Even if you already claim Universal Credit, you need to submit a separate application directly to Bradford Council. Missing this step is one of the most common reasons people end up with a full council tax bill they cannot afford.

Who Qualifies for Bradford CTR

You may be eligible if you meet all three conditions:

  • You are liable to pay council tax on a property in the Bradford district (this includes Bradford, Keighley, Shipley, Bingley, and surrounding areas)
  • The property is your sole or main residence
  • Your household capital (savings, investments, non-main-residence property) is £16,000 or less

There is no minimum income threshold — even if you earn above Universal Credit levels, the means test may still reduce your bill. The scheme covers working-age residents; pension-age residents fall under a separate national scheme that can cover up to 100%.

How the Online Application Works

Bradford Council processes CTR applications through its NEC Software Solutions portal. You can access it from the council's benefits page at bradford.gov.uk, which links to the online form.

Before you start, gather these documents:

  • Photo ID (passport or driving licence) for you and your partner
  • Your National Insurance number
  • Five consecutive weekly payslips or two monthly payslips
  • Two full months of bank statements for every account you hold
  • Your latest Universal Credit statement (if claiming UC)
  • Proof of your tenancy or council tax liability

The form itself takes 20–30 minutes if your documents are ready. You can also upload supporting evidence through a separate portal after submission.

If you cannot complete the form online, call the Benefits Team on 01274 432772 or visit City Hall in Bradford or Keighley Town Hall in person.

What Happens After You Apply

Bradford Council reviews your application against the 2026/27 scheme rules. For working-age claimants, the maximum reduction is 72.5% of the Band A council tax charge — meaning you will always pay at least 27.5% of the Band A rate, regardless of how low your income is.

If your property sits in Band B or higher, your CTR is still calculated on the Band A charge. You pay the 27.5% Band A contribution plus the full difference between Band A and your actual band.

Once processed, the council sends a revised council tax bill reflecting your reduction. For a standard claim, entitlement starts from the first Monday after the claim date. If Bradford receives a CTR application within 26 weeks of the DWP receiving the claimant's Universal Credit claim, the scheme treats the application as made from the first day of UC entitlement.

Avoid the Universal Credit Trap

Claiming Universal Credit through the DWP does not register you for Bradford's local CTR scheme. These are two entirely separate systems. If you moved from legacy benefits to UC, check whether Bradford has an active CTR award; a UC claim does not itself create a new local CTR claim.

This catches thousands of residents every year. If you have recently moved to UC and your council tax bill jumped, check whether you have an active CTR claim.
