How to Appeal a Council Tax Reduction Decision in Leeds
When You Can Appeal
You have the right to appeal any Council Tax Support decision made by Leeds City Council — a refusal, a lower-than-expected award, a backdating rejection, or a decision to recover an overpayment. The appeal process has two stages: an internal review by the council, followed by an independent tribunal if the review does not resolve it.
You do not need a solicitor. The process is designed for residents to handle themselves, and the Valuation Tribunal is informal enough that you can present your case in plain language.
Stage 1: Written Request to the Council
Before you can go to the Valuation Tribunal, write to Leeds City Council asking it to look at its decision again. State the grounds for your grievance and provide any evidence that supports them. This is a written review request, not a DWP-style “mandatory reconsideration.”
The council can take up to two months to respond with its second decision. It may confirm the original decision or say what steps it has taken to address the grievance.
This stage matters because it forces the council to look at your case again with fresh eyes. Many disputes are resolved here without going further, especially if the original decision missed evidence you have since provided.
Stage 2: The Valuation Tribunal Service
If you still disagree with the council's second decision, you can appeal to the Valuation Tribunal Service (VTS), which handles appeals independently of Leeds City Council.
Submit your appeal within two months of receiving the council's reply. If Leeds has not replied within two months, you can appeal to the VTS within four months of the date you wrote to the council. Appeals are free and can be filed online at valuationtribunal.gov.uk. Follow the VTS instructions about how your case will be considered.

What Wins Appeals
The strongest appeals are grounded in scheme rules, not sympathy. The tribunal checks whether the council applied its own scheme correctly — did it use the right income figure, apply the correct non-dependant deduction tier, properly assess your good cause for backdating, or correctly classify your entitlement class?
Practical evidence that strengthens your case:
- A written breakdown of the council's calculation showing where the error lies
- Payslips or bank statements that contradict the income figure the council used
- A GP letter supporting a backdating good cause claim
- Written evidence of misdirection by council staff or the DWP
The tribunal cannot change the Leeds CTS scheme itself — it can only rule on whether the council applied it correctly to your circumstances.
