Documents Needed for Council Tax Support in Sheffield
Sheffield treats an application as incomplete until required verification evidence is provided. If evidence is missing, your Council Tax liability continues while you complete the application. Here is the evidence checklist, broken down by your situation.
Documents Everyone Needs
These are mandatory regardless of your income source:
- Sheffield Council Tax bill showing your account number and the address you are claiming for
- National Insurance number for you and your partner (if applicable)
- Photo ID — UK passport, photocard driving licence, or biometric residence permit. No photo ID? A birth certificate or marriage certificate works as secondary proof alongside another form of identity.
Income Evidence by Situation
Employed (PAYE)
Sheffield requires consecutive payslips — the exact number depends on how often you are paid:
- Paid weekly: 5 consecutive weekly payslips
- Paid fortnightly: 3 consecutive fortnightly payslips
- Paid monthly: 2 consecutive monthly payslips
Every payslip must show gross wages, tax deducted, National Insurance contributions, and pension contributions. If a pay period is missing, your income evidence may be incomplete. Ask Sheffield what alternative proof it will accept.
For zero-hours or agency workers, the same rules apply — the payslips just need to cover consecutive pay periods, even if the amounts vary.
Self-Employed
- Audited accounts or Sheffield City Council's Self-Employed Trading Accounts form
- Alternatively: HMRC Self Assessment tax return (SA302) plus 3–6 months of business bank statements
- The council calculates net profit after allowable business expenses, tax, and NI
Universal Credit Claimants
- Full Universal Credit statement PDF showing the breakdown: standard allowance, housing element, childcare costs, disability elements, and any deductions
- Alternatively: DWP award notification letter or a bank statement showing the DWP deposit (though the full statement is preferred because it shows the element breakdown)
No Income
If you have no income at all, you still need to declare this on the form. Sheffield may request a signed declaration or supporting evidence (such as a jobcentre attendance record or evidence of benefit application).
Savings and Capital Evidence
Under £6,000: declare the capital on the form; it is disregarded when calculating tariff income. Sheffield's evidence checklist calls for statements covering the last two full months for all bank and building society accounts.
£6,000 to £16,000: provide two full months of statements for all bank and building society accounts. Also gather records for other capital, such as:
- Investment certificates
- Premium Bond records
- Share statements
Every statement must show your name, the account number, and daily balances.
Over £16,000: working-age applicants are generally disqualified, unless they receive Guarantee Pension Credit. Declare the capital so Sheffield can assess the applicable rule and evidence needed.

Disability and Carer Evidence
If you or your partner receives a disability benefit or Carer's Allowance, the council needs the official award letter to apply the correct premiums to your means test:
- PIP award letter (showing Daily Living and Mobility component rates)
- DLA award letter (showing Care and Mobility component rates)
- Attendance Allowance award letter
- Carer's Allowance award letter or confirmation from DWP
- ESA Support Group confirmation (if claiming an ESA-related premium)
These premiums raise your Applicable Amount, which means more of your income is ignored before the taper starts. Missing them leaves money on the table.
How to Submit Documents
Upload evidence through Sheffield's Benefits portal during or after your application. If you cannot use the portal, contact the Benefits Team on 0114 273 6777 or attend Howden House, 1 Union Street, Sheffield S1 2SH, to ask how to provide your evidence.
Use complete statements or copies that clearly show the account holder's name, account number, and daily balances. Follow any further instructions Sheffield gives you.
