How to Apply for Council Tax Reduction in Sheffield
Sheffield City Council runs its own Council Tax Support scheme for working-age residents on low incomes — but claiming Universal Credit does not automatically enter you into it. You have to apply directly, and the sooner you do, the sooner your bill drops.
Where to Submit Your Application
Sheffield uses an online portal managed by MRI Software. The form is called ADECLAIM, and you access it through the council's Benefits portal. You will need your Council Tax account number (printed on your bill) before you start.
Three ways to apply:
- Online — the primary route. The portal gives you an instant submission timestamp, which matters for your claim start date.
- Phone — call the Benefits Team on 0114 273 6777, Monday to Friday 8:30am to 5:30pm. Staff will complete the form with you over the phone.
- In person — Howden House Customer Service Centre, 1 Union Street, Sheffield S1 2SH. An advisor helps you fill in the digital form on-site.
If someone is applying on your behalf (a family member, carer, or support worker), they need written authorisation or proof of legal appointeeship.
What You Need Before You Start
Gather your documents before opening the form — incomplete applications get suspended until everything arrives.
Always required:
- Your Sheffield Council Tax account number and current bill
- National Insurance number (yours and your partner's, if applicable)
- Proof of identity (passport, driving licence, or biometric residence permit)
Income evidence:
- Universal Credit claimants: full UC statement PDF showing the breakdown of elements and deductions
- Employed: 5 consecutive weekly payslips, 3 consecutive fortnightly payslips, or 2 consecutive monthly payslips
- Self-employed: audited accounts or Sheffield's Self-Employed Trading Accounts form, plus 3–6 months of business bank statements
Savings evidence:
- Two full months of statements for all bank and building society accounts; have records for other capital, such as investments, ready if requested
Disability or carer status:
- Award letters for PIP, DLA, Attendance Allowance, or Carer's Allowance
Missing a single payslip from a consecutive run will stall your claim, so double-check before you submit.
When Your Claim Starts
Your Council Tax Support starts on the Monday after the date you submit the application. That means every day you delay costs you.
Two exceptions:
- Advance claims — if you are moving to Sheffield within the next 8 weeks, you can apply early. Support begins on the date your Council Tax liability actually starts.
- Universal Credit link — if you told DWP you wanted Council Tax help when you applied for UC, Sheffield will honour the UC start date as your claim date, provided you submit the Sheffield form within one calendar month.

What Happens After You Apply
Sheffield processes the application, cross-references your income against DWP data feeds, and issues a decision. If approved:
- Your Council Tax account is credited with the support amount
- You receive a revised annual bill showing the new balance
- Your monthly instalments are recalculated downward
Working-age support in Sheffield is capped at 77% of your net Council Tax liability. Even at maximum support, you will still pay at least 23% of the bill. About 58% of Sheffield properties sit in Band A, so for most low-income residents the minimum payment is based on Band A charges.
If you are struggling to cover that 23% minimum, you may be eligible for the Council Tax Hardship Scheme (CTHS) — but you must already be receiving Council Tax Support to qualify.
Common Application Mistakes
- Assuming UC covers it — it does not. A UC claim and a Council Tax Support claim are completely separate.
- Submitting incomplete wage evidence — provide the consecutive payslips for your pay frequency, or ask Sheffield what alternative proof it will accept.
- Forgetting partner details — if you live with a partner, both incomes and both National Insurance numbers go on the form.
- Waiting for a perfect moment — your claim date is your submission date. Submit now and send supporting documents after if you have to.
Our Sheffield Council Tax Reduction guide walks through the entire application in order, with a document checklist you can tick off before you start the online form.
After the Decision
If Sheffield refuses your claim or awards less than you expected, you have the right to request an internal review within one calendar month of the date on the decision letter. If the review upholds the decision, you can appeal to the independent Valuation Tribunal for England at no cost.
The full application, document preparation, and appeal process are covered in our step-by-step Sheffield Council Tax Reduction guide.
