Documents Needed for Council Tax Reduction in Cornwall

What Cornwall Council Asks For

When you apply for Council Tax Support in Cornwall, the council verifies your identity, income, savings, and household makeup before issuing a decision. If evidence is outstanding, Cornwall logs your initial contact date and gives you a one-month window to provide it.

Here's what you need to gather before you open the online application.

Identity and National Insurance

You need proof of identity for both you and your partner (if applicable). Acceptable documents include a passport, photocard driving licence, birth certificate, or marriage certificate.

You also need proof of your National Insurance number. A P60, P45, official payslip showing your NI number, or a DWP award letter all work.

Income Evidence

Employed: Five consecutive weekly payslips, three fortnightly payslips, or two monthly payslips. They must be recent and consecutive — random payslips from different months won't be accepted.

On Universal Credit: Download the full PDF breakdown of your most recent UC monthly award statement from your DWP online journal. Cornwall Council needs the version that shows every element and deduction, not just the payment summary.

Self-employed: Full commercial accounts — audited profit and loss statements or your HMRC self-assessment breakdown. Cornwall usually averages net profit over 13 or 52 weeks, depending on how long you've been trading.

Bank Statements and Savings

If Cornwall asks for capital evidence, provide two consecutive months of complete statements for every bank, building society, and ISA account held by anyone in the household. The council requires statements for all accounts when total capital approaches or exceeds the £6,000 limit; it considers combined capital, not just the main account.

Household Composition

If other adults live with you (non-dependants), you need their payslips or proof of income so the council can calculate any non-dependant deductions.

If you have children, Child Benefit proof confirms they live with you. For adult children who are full-time students, a college or university enrolment letter can verify their status for the non-dependant deduction exemption.

How to Submit

Upload evidence through Cornwall Council's Self-Service portal on cornwall.gov.uk. If anything is missing, the council sends a formal evidence request giving you one month to provide it. Monitor your online account so you do not miss that deadline.
