Cornwall Council Tax Reduction Eligibility and How to Apply

Who Qualifies for Council Tax Reduction in Cornwall

Cornwall Council runs its own working-age Council Tax Support scheme — separate from the old national Council Tax Benefit that ended in 2013. To qualify, you need to tick three boxes at the same time.

First, you must live in your Cornwall property as your sole or main home and be legally liable for the council tax on it. That covers owner-occupiers and tenants whose name is on the bill.

Second, you must be working age. If you or your partner have reached State Pension age, you fall under the national pension-age scheme instead, which has different (generally more generous) rules. Mixed-age couples — one partner under pension age, one over — are assessed under the working-age rules unless they have continuously maintained an active claim for legacy Income-based Pension Credit since before the May 2019 legislative changes.

Third, your total household savings and capital must not exceed £6,000. This is a hard cutoff: £6,001 in combined bank accounts, ISAs, premium bonds and non-primary property equity disqualifies you entirely. There is no sliding scale between £6,000 and £16,000 like Housing Benefit uses.

Beyond those three conditions, Cornwall's means test compares your net weekly income against a baseline figure called the Applicable Amount. If your income is at or below that baseline, you get the maximum award. If it's above, your award is reduced by 20p for every £1 of excess. The maximum award itself is capped at 75% of your Council Tax liability after statutory discounts — every working-age claimant pays at least 25% of that net liability.

Certain groups get extra protection. If you receive Disability Living Allowance, PIP, or Attendance Allowance, disability premiums increase your Applicable Amount. Carers providing 35+ hours a week get a Carer Premium. War Pension income is fully disregarded. Full-time students are generally excluded, though single student parents, disabled students, and student couples with dependent children can still qualify.

People with No Recourse to Public Funds under immigration rules cannot claim. EU citizens need Settled Status or must satisfy the Right to Reside and Habitual Residence tests.

How to Apply Online

The fastest route is Cornwall Council's Revenues and Benefits Self-Service portal on cornwall.gov.uk. You register for an account, fill in the online form, and upload your evidence documents digitally. The council also integrates a "Better Off Calculator" (powered by Policy in Practice) into its benefits pages — but running the calculator is not the same as making a claim. You still need to complete the actual application form afterwards.

As a general rule, your award starts from the Monday after Cornwall Council receives your claim or intention to claim. If you apply within the same benefit week that Council Tax liability first arises, the award starts on the date that liability began. Because working-age claims cannot be backdated, the date Cornwall Council first receives your claim or intention matters.

Applying by Phone or With Help

If you can't get online — whether that's poor broadband, digital exclusion, or a disability that makes screen-based forms difficult — call the Benefits Advice Line on 0300 1234 121. An adviser can take your application over the phone.

Non-English speakers can access Language Line translation. Citizens Advice Cornwall (free phone 0808 812 7156) and Disability Cornwall (01736 759500) both help people complete applications and can act as authorised representatives.

What Happens After You Apply

Cornwall Council logs your initial contact date. If documents are missing, it sends a formal notice giving you one month to provide them. Once everything is verified, you receive a Decision Notice showing your assessed income, Applicable Amount, the 75% cap, any non-dependant deductions, and your final weekly award.

If you disagree with the decision, you can request an internal review. If that fails, the Valuation Tribunal for England handles appeals — completely free.

Cornwall's Council Tax Reduction scheme is worth claiming the moment your income drops or your circumstances change. The complete Cornwall Council Tax Reduction guide walks through every step of the claim, the evidence checklist, the maths behind the award, and what to do if things go wrong.
