How Much Council Tax Reduction Can You Get in Cornwall
The 75% Cap: Cornwall's Maximum Award
Cornwall Council's working-age Council Tax Support scheme caps awards at 75% of your net Council Tax liability after statutory discounts. Even if your income is zero and your savings are at or below £6,000, you still pay at least 25% of that liability yourself.
This 25% minimum payment is built into the local scheme Cornwall adopted when national Council Tax Benefit ended in 2013. Pension-age claimants follow national rules and can get up to 100% covered — the cap only applies to working-age households.
What 25% Actually Costs
The amount depends on your property's council tax band and which parish you live in (precepts vary across Cornwall). Some rough annual figures for the 25% minimum payment on common bands:
A Band A property with annual council tax around £1,400 leaves you paying about £350 a year — roughly £29 a month over 12 instalments.
A Band B property at around £1,650 means your 25% share is about £413 a year, or £34 a month.
A Band C property near £1,900 puts the minimum at roughly £475, about £40 a month.
These numbers assume you qualify for the maximum 75% award. If your income exceeds the Applicable Amount, the award drops further (20p less for every £1 of excess income), and your bill goes up from there.
When the Award Is Less Than 75%
The 75% figure is the ceiling, not the guarantee. Cornwall's scheme uses a means test. Your net weekly income is measured against a baseline called the Applicable Amount — a figure set by your household makeup (single, couple, with children, with disability premiums, with carer premiums).
If your income matches or falls below the Applicable Amount, you get the full 75%. If it exceeds the Applicable Amount by, say, £40 a week, your award is reduced by £8 a week (20% of £40). That extra £8 comes straight off the 75% cap, so you'd pay the 25% minimum plus the £8 taper deduction.
Non-dependant deductions also chip away at the award. If an adult son or daughter earning £300 a week lives with you, Cornwall deducts £10.60 per week from your award regardless of your own income.

If You Cannot Afford the 25%
The 25% minimum is a real burden for households on Universal Credit or very low wages. Cornwall Council knows this and runs an Exceptional Relief scheme under Section 13A(1)(c) of the Local Government Finance Act. A successful application can cover up to 100% of the remaining bill.
You can also ask the council to spread your payments over 12 months instead of the standard 10, which reduces each instalment.
