Cornwall Council Tax Reduction 2027/28 Consultation — What the Proposed Changes Mean

Cornwall Council launched a public consultation on 19 October 2026 that could raise your minimum council tax payment from April 2027. If you're currently claiming Council Tax Support — or planning to — this directly affects your household budget.

What Cornwall Is Consulting On

The consultation runs through 13 December 2026 on Cornwall's Let's Talk portal. The council is reviewing its working-age Council Tax Support scheme because the programme currently costs around £21 million a year, projected to reach £22.2 million. Central government funding changes and rising social care costs are driving the review.

Right now, working-age claimants can receive support covering up to 75% of their council tax bill — meaning everyone pays at least 25%. Cornwall is asking residents to consider reducing that cap. The options on the table:

  • Stay at 75% — your minimum payment remains 25%
  • Reduce to 70% — minimum payment rises to 30%
  • Reduce to 65% — minimum payment rises to 35%
  • Reduce to 60% — minimum payment rises to 40%
  • Reduce to 55% — minimum payment rises to 45%

What Each Option Costs in Practice

Take a Band A property in Cornwall with annual council tax around £1,400. A single person on Universal Credit with no other income currently pays roughly £5 per week under the 75% cap (after the single person discount).

Under a 55% cap, that same household would pay closer to £9 per week — an increase of around £210 a year. For a Band C couple, the jump is steeper because there's no single person discount to absorb part of the change.

The 20% income taper rate and the £6,000 capital limit aren't part of this consultation. Those stay the same regardless of which cap option Cornwall chooses.

Who Is Affected and Who Isn't

Pension-age claimants are protected entirely. The national prescribed scheme covers pensioners at up to 100% of liability with a £16,000 capital limit and backdating — none of that changes in this consultation.

This only hits working-age households. That includes people on Universal Credit, ESA, JSA, and anyone in work on a low income who currently claims Council Tax Support from Cornwall Council.

The Timeline

Full Council meets in January 2027 to vote on the final decision. Any changes take effect from 1 April 2027. The current 2026/27 scheme rules — the 75% cap, zero backdating, £6,000 capital limit — remain in force until then.

What You Can Do

Respond to the consultation. Cornwall's Let's Talk portal is open until 13 December 2026. Councils weight their decisions partly on consultation responses, and low response rates make cuts easier to justify.

Claim now if you haven't already. Cornwall doesn't backdate working-age claims. Whatever happens in April 2027, your current entitlement starts from the day you apply — not before. Every week without a claim is a week of support permanently lost.

If you want a structured walkthrough of the current scheme — the eligibility rules, the calculation, the documents you need — the Cornwall Council Tax Reduction guide covers it step by step and includes worksheets for auditing your award letter.
