Cornwall Council Tax Reduction for Pensioners — Pension-Age Rules Explained
If you've reached State Pension age, Cornwall's Council Tax Reduction scheme treats you very differently from working-age claimants. The pension-age scheme is set nationally by the government — Cornwall Council can't change it — and it's significantly more generous.
How the Pension-Age Scheme Differs
The key differences between pension-age and working-age Council Tax Reduction in Cornwall:
| Pension-age | Working-age | |
|---|---|---|
| Maximum award | Up to 100% of liability | Capped at 75% |
| Capital limit | £16,000 | £6,000 (hard cutoff) |
| Capital taper | Tariff income on savings between £10,000 and £16,000 | No taper — over £6,000 means zero award |
| Backdating | Up to 3 months automatically | Zero backdating |
| Second Adult Rebate | Available | Not available |
| 2027/28 consultation | Not affected | Possibly reduced further |
The pension-age scheme can cover your entire council tax bill if your income is low enough. There's no mandatory minimum payment like the 25% floor that working-age claimants face.
When Do You Count as Pension Age?
You qualify for the pension-age scheme when you reach the qualifying age for State Pension Credit. That age depends on your date of birth and is rising for some people, so check the DWP State Pension age calculator. If you're in a couple and only one of you has reached pension age, you're normally assessed under the working-age scheme — the exception is if you've continuously claimed legacy Income-based Pension Credit since before May 2019.
Second Adult Rebate
This is a pension-age benefit that working-age claimants can't access. If you're a pensioner living with another adult who is on a low income (but isn't your partner), you might qualify for a rebate of up to 25% of your council tax — even if your own income is too high for standard Council Tax Reduction.
The rebate is based on the other adult's income, not yours. It's an alternative to the main pension-age scheme, and Cornwall Council should check whether it gives you a better deal.

How to Claim
You apply through Cornwall Council's online portal or by calling the Benefits Advice Line on 0300 1234 121. The application process is similar to the working-age scheme, but the assessment uses the national prescribed rules rather than Cornwall's local scheme.
Even if you've been delaying your claim, the pension-age scheme allows backdating of up to three months without needing a specific reason — so you recover some of the support you've missed.
This Guide Covers the Working-Age Scheme
The Cornwall Council Tax Reduction guide is built specifically for working-age claimants dealing with Cornwall's local scheme rules — the 75% cap, zero backdating, £6,000 capital cliff, and the means-test calculation. Pensioners follow the national scheme, which is more straightforward and covered by Citizens Advice and GOV.UK. If you're pension age and need help with your claim, Citizens Advice Cornwall (0808 812 7156) offers free one-to-one support.
