Cornwall Council Tax Reduction Award Letter Explained

What the Decision Notice Contains

When Cornwall Council processes your Council Tax Support application, they send a formal Decision Notice. This is the document that tells you exactly how much support you're getting — and it contains the numbers you need to check if something looks wrong.

The notice should show your assessed weekly household income (broken down into gross income, disregarded income, and net earnings), your Applicable Amount, total recognised capital, the property's net council tax liability, the 75% scheme cap, any non-dependant deductions, the final weekly award, and the start date.

How to Read the Calculation

The council follows a fixed sequence. First, they take your property's gross annual council tax (including parish precepts). Second, they subtract any statutory discounts like the 25% Single Person Discount to get the net weekly liability. Third, they cap the maximum eligible support at 75% of that net liability.

Fourth, if your income exceeds the Applicable Amount, they apply the 20% taper — deducting 20p for every £1 of excess income from the capped figure. Fifth, they subtract any non-dependant deductions. The result is your weekly award.

Spotting Errors

Check these figures against your own records:

Income: Does the assessed income match your actual payslips or UC award statement? If you receive War Pension income, it should be fully disregarded — if it appears in the income figure, that's an error. Earnings disregards (£5 single, £10 couple, £20 lone parent, £25 with disability/carer premium) should have been applied.

Applicable Amount: This should reflect your actual household — personal allowance, child allowances if you have children, disability premiums if you or your partner receive PIP or DLA, carer premium if applicable. A missing premium means a lower baseline, which means more income is treated as "excess."

Non-dependant deductions: Check the rate against the actual income of anyone living with you. If your adult child is a full-time student or under 18, no deduction should be taken. If you receive DLA care component, PIP daily living, or Attendance Allowance, the deduction should be zero regardless of the non-dependant's income.

Start date: Your award should generally start from the Monday after Cornwall Council first received your claim or intention to claim. If Council Tax liability first arose within that same benefit week, the award starts on the date the liability began. If it starts later than the applicable date, challenge it.

What to Do If It's Wrong

Write to Cornwall Council Revenues and Benefits stating specifically which figure is incorrect and what the right figure should be, with evidence. This is the formal Section 16 grievance — it preserves your right to appeal to the Valuation Tribunal if the council doesn't fix it. Don't just phone; a phone call doesn't trigger the statutory appeal timeline.

The Cornwall Council Tax Reduction guide includes an award audit worksheet that walks through each line of the Decision Notice, so you can verify the calculation step by step.
