Documents Needed for Somerset Council Tax Reduction: The Full Evidence Checklist
Somerset Council requires supporting evidence before you can submit your Council Tax Reduction claim. Missing or incomplete evidence can delay assessment. Here's what to prepare — and the mistakes that trip people up.
The Required Documents
Identity and liability:
- Proof of identity for you and your partner — passport, photocard driving licence, or other government-issued photo ID
- Your council tax account number (the 10-digit number on your bill)
- Proof of your liability — your latest council tax bill or tenancy agreement showing you're responsible for the property
Income evidence:
- If employed: your last 5 weekly payslips or 2 monthly payslips
- If on Universal Credit: your full UC digital award summary breakdown — not just the total amount, but the breakdown showing each element (standard allowance, child elements, housing element, disability elements)
- If self-employed: records that show your business income and expenses; ask Somerset Council which period and document types it needs for your circumstances
- If on legacy benefits: your most recent award letter for Income Support, income-based JSA, or income-related ESA
Capital and savings:
- Two full, consecutive monthly bank statements for every single financial account held by you and your partner — current accounts, savings accounts, ISAs, building society accounts, everything
Household and vulnerability:
- Child Benefit award notice (if you have dependent children)
- PIP or DLA decision letter (if claiming the disability disregard)
- Carer's Allowance award letter (if applicable)
The Bank Statement Rules
This is where most claims hit problems. "Two full, consecutive monthly statements" means:
- Complete statements — every page, front and back, showing the full statement period
- Unredacted — no blacked-out transactions, no covered account numbers, no cropped sections
- Consecutive — two months in a row (e.g., August and September), not two random months
- Every account — not just your main current account. If you have a savings account you barely use, you still need statements for it
A balance-only screenshot may not show the full statement period and transaction history the council requests. Provide complete statements; if you cannot access them, ask Somerset Council what evidence it accepts.
For joint accounts, one set of statements covering both account holders is sufficient. But if you and your partner have separate accounts, you need statements for all of them.
Common Upload Mistakes
Blurry photos. If you're photographing paper statements, make sure every line is readable. A single illegible page can delay your entire claim.
Missing pages. Banks often print statements across multiple pages. If your statement is 3 pages and you only upload 2, the council will request the missing page before processing.
Wrong file format or large file. Follow the portal's current file type and size instructions. If an upload fails, contact the council rather than omitting pages.
UC award summary vs. UC journal. The council needs the official award breakdown that shows each element, not a screenshot of your UC journal dashboard. In your UC account, look for the detailed payment breakdown — the document that lists your standard allowance, housing element, child elements, and any deductions separately.

If You're Claiming Backdating
On top of the standard documents, a backdating request needs a written statement explaining your good cause for not claiming earlier. This can be a letter or a typed statement uploaded through the portal. Attach supporting evidence — hospital discharge letters, GP notes, DWP correspondence, or anything that proves why you couldn't apply during the period you're requesting backdating for.
How Long Processing Takes
Somerset Council doesn't publish a guaranteed processing time. Once all evidence is submitted, the council assesses your claim and issues a CTR notification letter alongside a revised council tax bill. If required evidence is delayed by more than one calendar month without reasonable justification, the council may reset your claim start date to the date it receives the final evidence.
Our Somerset Council Tax Reduction guide includes a pre-submission document checklist and an evidence organiser worksheet so you can gather and verify every document before you start the online application.
