Stockport Council Tax Reduction: How to Apply and Who Qualifies

Every April, Stockport Council sends out new Council Tax bills — and every April, thousands of working-age residents who qualify for a reduction never claim it. The council's Local Council Tax Support (LCTS) scheme can cut your bill by up to 100% of your capped liability. For Universal Credit recipients, DWP data-sharing documents count as a claim, but the council still needs requested claim details and evidence.

Who Qualifies for Council Tax Reduction in Stockport

Stockport's working-age scheme is means-tested. You need to meet three basic conditions:

  1. You're liable for Council Tax at a Stockport address
  2. Your household savings and capital do not exceed £8,000 — this is a hard cutoff with no taper. At £8,001, you get nothing
  3. Your net weekly income is low enough that the means test produces an award above the £1 per week minimum floor

If you're on Universal Credit, Income Support, income-based Jobseeker's Allowance, or income-related Employment and Support Allowance, you'll almost certainly qualify. But higher earners with fluctuating hours can qualify too — the scheme uses a 20% taper on income above your applicable amount, so partial awards are common.

Pension-age residents follow a separate national scheme with a higher £16,000 capital limit. If you or your partner have reached State Pension age, the rules differ significantly.

How to Apply Online

Stockport runs a digital-first application. Here's the process:

  1. Go to the council's online claim form at stockport.gov.uk — search for "council tax support claim form"
  2. Fill in your household details — who lives with you, your income sources, your savings
  3. Upload your evidence — payslips, bank statements, benefit award letters (you'll need the last two months of bank statements for every account)
  4. Submit and wait for the assessment — the council checks your details against DWP records and any documents you've uploaded

If you can't manage the online form, call the Council Tax Support team on 0161 217 6014 for assisted claim support.

The critical thing is timing. Working-age claims in Stockport cannot normally be backdated — entitlement starts from the Monday after the council receives the application. The exception is Universal Credit claimants: return the requested claim details within six weeks of the initial UC claim date or address change to have entitlement assessed from the relevant UC or Council Tax liability start date.

What Happens After You Apply

The council processes your claim and credits any award directly to your Council Tax account. You won't receive cash — instead, your remaining annual bill drops and the council issues a revised demand notice with lower monthly instalments.

If your circumstances change after the award (new job, someone moves in or out, savings increase), you must report it to the council within 21 days. This is stricter than Housing Benefit's one-month window. Notifying DWP about a change to your Universal Credit does not count as notifying Stockport Council — you need to tell them separately.

Common Reasons Claims Get Refused

Three things catch people out:

  • Capital over £8,000 — capital exceeding the limit disqualifies you under the working-age scheme
  • Missing evidence — the council gives you a deadline to upload documents. Miss it and the claim dies
  • Non-dependant deductions — if another adult in your household earns £188 or more per week, £10 per week gets deducted from your maximum award. That deduction alone can push a borderline claim below the £1 minimum floor

If your claim is refused, you can request an internal review from the council before escalating to the Valuation Tribunal. The guide below walks through both routes.
