How to Appeal a Council Tax Reduction Decision in Stockport
A refusal letter from Stockport Council isn't the end of the road. If you think the council got your Council Tax Reduction decision wrong — miscalculated your income, applied the wrong non-dependant deduction, or missed a disability disregard — you have a formal right to challenge it. The process has two stages, and most people skip the first one because they don't know it exists.
Stage 1: Internal Review by Stockport Council
Before you can go to the Valuation Tribunal, you need to ask Stockport Council to look at the decision again. This is a formal written grievance or internal review.
Write to the council (email to [email protected] or letter to the Revenues and Benefits team) explaining:
- Which decision you're challenging (include your Council Tax reference number and the date of the decision letter)
- What you think is wrong — be specific. "I disagree" isn't enough. Say something like "the decision applied a £10 non-dependant deduction for my son, but he's a full-time student and should be exempt"
- What evidence supports your position — attach documents if you have them
The council must respond with a written statement explaining how they reached their decision. This forces them to show their working. Sometimes the review itself uncovers an error and the council revises the decision without you needing to go further.
Contact the Council Tax team within one month of the decision. The council has 2 months to reply. The sooner you challenge, the sooner any correction gets applied to your account.
Stage 2: Valuation Tribunal for England (VTE)
If the internal review doesn't resolve things, you can appeal to the Valuation Tribunal for England. This is an independent tribunal — it's not part of Stockport Council.
Key facts about the VTE appeal:
- Free to submit — there's no fee
- Two-month deadline — you must lodge your appeal within 2 months of the date on the council's written decision notice. If the council does not respond within 2 months, you can appeal directly to the Tribunal.
- Submit online at valuationtribunal.gov.uk
- Hearing format — usually a panel hearing (in person or remote), though some straightforward cases are decided on written submissions alone
- You can represent yourself — you don't need a solicitor, though Citizens Advice Stockport or the council's Welfare Rights team can help you prepare
The tribunal can uphold the council's decision, modify the award, or direct the council to recalculate. Their decision is binding on the council.
What You Can and Can't Appeal
You can appeal decisions about:
- The amount of your Council Tax Support award
- A refusal of your application
- The effective date of your award
- The application of non-dependant deductions
- How your income or capital was calculated
You cannot appeal through the VTE:
- Council Tax band valuations — that's a separate process through the Valuation Office Agency
- Enforcement action (liability orders, bailiff visits) — those go through the Magistrates' Court

Preparing Your Case
The strongest appeals have three elements:
- A clear statement of the error — exactly what the council got wrong in their calculation or assessment
- Evidence the council may not have seen — updated payslips, corrected bank statements, a letter from DWP confirming benefit details
- Reference to the relevant scheme rules — Stockport publishes its full LCTS scheme document online. If you can point to the specific regulation the council misapplied, that strengthens your case considerably
Keep paying your Council Tax while the appeal is pending. An appeal doesn't suspend your liability, and falling into arrears while waiting for a tribunal decision creates a separate problem.
The Stockport Council Tax Reduction guide includes an appeal and review log template that walks through both stages, with the specific Stockport contact details and VTE submission requirements.
