How to Appeal a Council Tax Reduction Decision in Cheshire West and Chester
The Three-Stage Dispute Process
If Cheshire West and Chester Council refuses your Council Tax Reduction claim or awards less than you expected, you have a structured route to challenge the decision. There are three stages, and you must follow them in order.
Stage 1: Request an Informal Review
Within one month of receiving the decision notice, submit a written request asking the Revenues and Benefits team to explain or reconsider the calculation. This is not a formal appeal — it is asking the council to check its own work.
Send your request to:
- Email: [email protected]
- Post: Revenues and Benefits, PO Box 187, Ellesmere Port, CH34 9DB
Be specific about what you think is wrong. "I disagree with my award" is less effective than "my non-dependant deduction was applied at £10/week but my son works 12 hours at £200/week, which should qualify for the £5/week tier." The more precise you are, the easier it is for the team to identify and correct an error.
Stage 2: Formal Section 16 Grievance
If the informal review does not resolve the issue, you escalate to a formal written grievance under section 16 of the Local Government Finance Act 1992. This is a legal notice — it starts the statutory clock.
Your grievance must set out the specific grounds: which part of the calculation is wrong, what facts are in dispute, or how the scheme rules were misapplied. Address it to:
- Disclosures & Appeals Team, The Portal, Wellington Road, Ellesmere Port, CH65 0BA
- Email: [email protected]
The council must respond to your Section 16 grievance. If it does not issue a written response within two calendar months, you gain an automatic right to appeal to the Valuation Tribunal.

Stage 3: Valuation Tribunal for England
If the council rejects your grievance or fails to respond within two months, you can appeal to the independent Valuation Tribunal for England (VTE). This is an external body — it is not part of the council.
- Deadline: lodge your appeal within two months of the council's response (or within two months of the two-month silence deadline)
- Phone: 0303 445 8100
- Email: [email protected]
- Website: valuationtribunal.gov.uk
The VTE can overturn decisions about entitlement, income calculations, non-dependant deductions, and protected group status. It cannot hear disputes about council tax billing levels, property band valuations (those go to the VOA), or overpayment recovery amounts.
Watch the Deadlines
The one-month window for Stage 1 and the two-month windows at Stages 2 and 3 are strict. Missing a deadline can close off your right to challenge the decision entirely. Keep copies of every letter, email, and submission date.
The Cheshire West Council Tax Reduction guide includes a dispute timeline tracker to help you record each stage and stay within the statutory deadlines.
