How to Apply for Council Tax Reduction in Cheshire West and Chester
Where to Submit Your Application
Cheshire West and Chester Council processes all Council Tax Reduction claims through its AchieveService online portal. You access it from the council's main Council Tax Reduction page at cheshirewestandchester.gov.uk, which links to the digital submission form.
If you cannot complete the online form yourself, call Customer Services on 0300 123 7021 or visit a council access point. The Ellesmere Port centre is at The Portal, Wellington Road, CH65 0BA.
One thing that catches people out: applying for Universal Credit does not automatically submit a Council Tax Reduction claim. The DWP does send your data to the council, and the council may consider you automatically — but if you have moved into the borough or have a complex household, you should verify a claim has been generated. Do not assume it has happened.
What Documents You Need
The council verifies your identity, address, income, and savings before awarding anything. Have these ready before you start the form:
- Identity: passport, photocard driving licence, or national identity card
- Address and liability: a recent utility bill, signed tenancy agreement, or your Council Tax reference number (from your latest bill)
- Earned income: five consecutive weekly payslips or two monthly payslips. If you are self-employed, bring audited accounts or a profit-and-loss summary
- Universal Credit: a full UC statement showing all elements, wages, and deductions
- Savings: two consecutive months of complete bank statements for every account you hold
- Protection eligibility (if applicable): award letters for PIP, DLA, Severe Disability Premium, Enhanced Disability Premium, or a War Pension
Upload supporting evidence through the portal within the council's stated timeframes. The council needs it to verify your claim, but do not delay submitting your application while gathering documents.
How Long Processing Takes
Official targets are 14 to 21 working days from the date the council receives a complete application with all supporting evidence. "Complete" is the operative word — if you upload three of five required documents, the clock does not start.
Your award begins on the Monday after the date the council receives your claim (or the date you first made contact through the portal). That start date matters, because any delay in submitting costs you weekly entitlement you cannot recover unless you qualify for backdating.
Once processed, the council sends a formal decision notice and an adjusted Council Tax demand note showing your reduced instalments.

What If You Are Already Behind on Payments
If you have already fallen behind before claiming, submitting a CTR application does not freeze enforcement. But it can reduce your ongoing liability, which makes it easier to manage arrears. If you are facing a liability order or bailiff action, contact StepChange (0800 138 1111) or National Debtline (0808 808 4000) for free debt advice alongside your CTR claim.
