Council Tax Reduction Eligibility in Cheshire West and Chester

The Four Things the Council Checks

To qualify for Council Tax Reduction in Cheshire West and Chester, you must satisfy four conditions at the same time:

  1. You are liable for Council Tax at a property within the borough that is your sole or main residence. Your name (or your partner's) must be on the bill.
  2. You have the right to claim public funds under UK immigration rules. Anyone with a "No Recourse to Public Funds" condition is excluded.
  3. Your savings are below the capital limit. For most working-age claimants, that limit is £6,000; War Pension recipients retain a £16,000 limit. For pension-age claimants, it is £16,000.
  4. Your income is low enough to produce a means-tested award of at least £2 per week.

If you fail any one of these, the claim is refused outright. The savings test in particular catches people: for claimants subject to the £6,000 limit, £6,001 in countable capital means no entitlement, regardless of how low their income is.

Working-Age vs Pension-Age Rules

The council runs two parallel schemes. If you have reached State Pension age and neither you nor your partner receives Universal Credit or a working-age benefit, the pension-age scheme applies. It is more generous: up to 100% support, no band cap, and the higher £16,000 capital limit. Pension Credit recipients typically receive full reduction.

Everyone else falls under the working-age scheme, which caps support at 75% of your Council Tax liability (or 100% if you are in a protected group). There is also a Band D cap — if your property is in Band E or higher, the council calculates your reduction as though you live in a Band D home.

Mixed-age couples — where one partner has reached pension age but the other has not — are treated as working-age if either person receives Universal Credit or a working-age legacy benefit. This pushes the whole household into the less generous local scheme.

Protected Groups Get Higher Support

Protected working-age households receive support calculated against 100% of liability instead of 75%. You qualify if anyone in the household receives:

  • Severe Disability Premium (through Income Support, JSA, ESA, or Housing Benefit)
  • Enhanced Disability Premium (through PIP enhanced daily living, DLA highest rate care, or AFIP)
  • Disabled Child Premium
  • Carer's Allowance or the Universal Credit carer element
  • A War Disablement Pension or War Widow(er)'s Pension

War Pension recipients also keep the higher £16,000 capital limit, and their War Pension income is fully disregarded. All other protected groups share the standard £6,000 capital limit and the Band D cap — those were tightened in April 2025.

What Counts as Income and Capital

Capital includes cash, bank balances, ISAs, shares, and property other than your home. Joint savings with a partner are added together. The value of your main residence, personal possessions, and benefit arrears paid to correct an official error (disregarded for 52 weeks) do not count.

For income, the council looks at your net earnings after tax, National Insurance, and half of any pension contributions. A flat £30 per week earnings disregard is then subtracted — meaning the first £30 of your weekly net pay is ignored in the calculation.
