Cheshire East Council Tax Reduction Eligibility — Who Qualifies and Who Doesn't

Four Conditions You Must Meet

Cheshire East Council assesses working-age Council Tax Support under its own local scheme — not the national rules. You qualify if you meet all four of these conditions:

  1. You're liable for Council Tax on a property within Cheshire East. Owner-occupiers, private tenants, and social housing tenants all count. Joint tenants can apply for their share.
  2. The property is your main home. Second homes, empty properties, and commercial premises don't qualify.
  3. You're working age — at least 16 and below State Pension Credit qualifying age. If you've reached pension age, you fall under a separate national scheme with different (generally more generous) rules.
  4. You have the right to reside in the UK and pass the Habitual Residence Test. People with "No Recourse to Public Funds" immigration status are excluded, as are most EEA nationals who arrived after 31 December 2020 with only pre-settled status.

Meeting these four conditions gets you into the system. How much you receive depends on your income, savings, and household makeup.

The £6,000 Savings Cliff

This catches people off guard. Cheshire East sets a hard capital limit of £6,000 for working-age claimants. If your combined savings, investments, and ISA balances hit £6,000 or above, your entitlement drops to zero. No taper, no partial reduction — just zero.

For context, the national pension-age scheme allows savings up to £16,000 (and even removes the cap entirely if you receive Guarantee Credit). The working-age scheme is far less forgiving.

Capital includes bank balances, building society accounts, ISAs, premium bonds, and investments. It does not include the value of your home or personal possessions.

The 20% Minimum Payment

Even if your income is very low, most working-age claimants in Cheshire East must pay at least 20% of their council tax bill. The maximum reduction you can receive is 80% of your net liability.

There are three exceptions. If you receive one of these legacy benefits, the 20% minimum is waived and you can get up to 100% support:

  • Income Support
  • Income-based Jobseeker's Allowance
  • Income-related Employment and Support Allowance

Universal Credit does not count as a passported benefit — UC claimants are assessed through the income-banded calculation and still face the 20% floor.

Income Bands and the Band D Cap

Cheshire East uses income bands to determine your discount level. Your total countable household income — earnings plus benefits minus statutory disregards — places you in a band that sets your percentage of support.

Properties in Bands E through H face an additional restriction: the council calculates your support as if your home were a Band D property. You pay the full difference between your actual band and Band D on top of whatever your income-banded reduction leaves.

Certain income is excluded from the calculation entirely. Personal Independence Payment, Disability Living Allowance, Attendance Allowance, Child Benefit, child maintenance, and war pensions are all fully disregarded.

Who Doesn't Qualify

Beyond the savings and immigration rules, a few situations produce a zero award:

  • Your calculated weekly entitlement falls below £2.00 — Cheshire East rounds anything under £2/week down to zero
  • Most full-time students are excluded from the working-age Council Tax Support scheme, although exceptions include students receiving Universal Credit or certain legacy benefits, lone parents, and some students with qualifying disability-related circumstances. Separate student Council Tax reductions may also apply.
  • Your property is unoccupied

If you're on the borderline — savings near £6,000 or income hovering between bands — the Cheshire East Council Tax Reduction Guide includes worked calculation examples showing exactly how the council arrives at your award figure.
