How Much Council Tax Reduction Can You Get in Cheshire East?
The Maximum Is 80% — Not 100%
The first thing to understand about Cheshire East's working-age Council Tax Support scheme: even on zero income, most claimants still pay 20% of their council tax bill. The maximum award for a standard working-age household is an 80% reduction.
That 20% floor applies after any primary discounts (like the 25% Single Person Discount) are deducted. So if you live alone in a Band B property with an annual bill of £1,600, your net liability after SPD is £1,200. The maximum council tax support is 80% of £1,200 = £960. You'd still owe £240 for the year.
The only exception: claimants on Income Support, income-based JSA, or income-related ESA can receive up to 100% support. Universal Credit does not trigger this exception.
The Band D Cap
If your property is banded higher than Band D (that covers Bands E, F, G, and H), Cheshire East calculates your support as though you live in a Band D property in your area.
You're personally responsible for the entire difference between Band D and your actual band. That gap comes out of your pocket on top of the 20% minimum.
A worked example: if you're in a Band E property with a £2,400 annual bill and Band D in your parish is £1,920, the council calculates support against £1,920. At 80% maximum, that's £1,536 in support. Your remaining bill is £2,400 minus £1,536 = £864 — significantly more than the £384 you'd pay in a Band D home.
How Income Bands Work
Cheshire East assesses your total household income and slots you into an income band. Higher income means a lower percentage discount. The scheme uses gross countable income — your earnings, benefits, and other income minus statutory disregards.
Disregarded income (not counted at all) includes:
- Personal Independence Payment and Disability Living Allowance
- Attendance Allowance
- Child Benefit and child maintenance
- War pensions and Armed Forces compensation
- Universal Credit Transitional Protection element (since September 2025)
Your net UC award plus any declared earned income forms the base of the calculation for UC claimants. The income band you fall into determines your percentage — ranging from the full 80% discount at the lowest band down to smaller percentages as income rises.

Three Scenarios
Single person on Universal Credit, Band A property (£1,400/year): Net liability after 25% SPD = £1,050. Lowest income band gives 80% support = £840. Annual bill remaining: £210.
Single person on income-related ESA, Band C property (£1,850/year): Net liability after 25% SPD = £1,387.50. Passported benefit gives 100% support = £1,387.50. Annual bill remaining: £0.
Couple with earnings, Band E property (£2,400/year): No SPD (two adults). Liability capped at Band D = £1,920. Mid-range income band gives 50% support = £960. Annual bill remaining: £1,440.
The £2 Weekly Minimum Award
There's a floor as well as a ceiling. If the calculation produces a weekly award below £2.00, the council rounds it down to zero. This catches households whose income sits just above the support threshold — close enough to technically qualify but too high to receive a meaningful discount.
Non-Dependant Deductions
If another adult lives with you (not your partner), the council deducts a fixed amount from your award. The standard non-dependant deduction is £11.16 per week, regardless of whether that person works. Couples living with you generate a single joint deduction. If you're registered blind or receive certain disability benefits, the deduction is waived.
