Documents Needed for Council Tax Reduction in Shropshire
The fastest way to get a Council Tax Reduction claim delayed in Shropshire isn't having too much income — it's submitting incomplete documents. The council issues a formal evidence request with a one-month deadline, and if you don't provide the required evidence within that window, the council may cancel or refuse the claim. Here's exactly what they need.
Identity and National Insurance
You need two forms of identification for yourself and for any partner included on the claim:
- Passport, photocard driving licence, or birth certificate
- A document showing your National Insurance number — a DWP benefit award letter, P60, or payslip that displays it
The council wants original documents (or clear scans/photos for the online portal). If you're uploading, make sure every page is legible and the full document is included — partial uploads trigger rejection.
Proof of Council Tax Liability
Evidence that you're legally liable for Council Tax at the property:
- Your current Shropshire Council Tax bill
- A tenancy agreement (if renting) or mortgage statement / title documents (if you own)
- The name on the bill must match your application, or you'll need to explain the discrepancy
Income Evidence
What you need depends on how you're paid:
Employed: Five consecutive weekly payslips, three fortnightly payslips, or two consecutive monthly payslips. They must show gross pay, Income Tax, National Insurance, and any pension deductions — summary payslips that only show net pay aren't accepted.
Self-employed: Full business accounts, trading profit and loss records, and bank statements for business accounts. The council needs to establish your net profit, and they'll want to see the workings.
Universal Credit: A complete UC statement from your journal — not just the payment screen, but the full assessment breakdown showing every element (standard allowance, housing costs, child elements, LCWRA if applicable), every deduction, and the net figure. Screenshot every section.
Other benefits: Award notices for any DWP benefits — ESA, JSA, Pension Credit, Carer's Allowance. If you're claiming protected group status (for the 100% maximum award), you specifically need the letter confirming your ESA Support Component, LCWRA element, Severe Disability Premium, or War Pension.

Bank Statements and Savings
This is where most incomplete claims fail. The council requires consecutive three-month bank statements for every account you hold:
- Current accounts
- Savings accounts and ISAs
- Building society passbooks
- Joint accounts (even if primarily your partner's)
- Online-only accounts and digital wallets
Statements must show the full transaction history and running balances. Redacting individual transactions isn't acceptable — the council needs to see money in and money out. If you've closed an account in the last three months, you still need the final statements showing the closure.
Missing a single account — even one with a £20 balance you forgot about — may prompt the council to request further evidence and delay your claim.
Tenancy or Property Documents
If you rent, provide your current tenancy agreement. If you own your home, the council may accept the Council Tax bill as proof, but having a mortgage statement available speeds things up. If you have a shared ownership arrangement, provide the relevant documentation.
The One-Month Evidence Deadline
Once Shropshire Council receives your application, they check what's there. If anything is missing, they send a formal evidence request letter listing exactly what they still need. You have one calendar month from that letter to submit everything.
If the month passes without complete evidence, the council may cancel or refuse the claim. If that happens, you may need to make a new application, which could affect the date from which support is awarded.
The best approach: gather everything before you start the application. Check every document against the list, make sure bank statements cover the full three months with no gaps, and confirm payslips are consecutive.
