Documents Needed for Wiltshire Council Tax Reduction
Why Documents Matter So Much
Incomplete evidence is the fastest way to get a Wiltshire CTR claim delayed or rejected. The council gives you a window to provide what's missing, but if you don't supply the requested documents within one month, they'll typically cancel the application. You'd then need to start again from scratch — and the new claim date means you've lost potential backdating.
Getting everything together before you start the application is the single most useful thing you can do.
The Full Evidence List
Identity (Originals Only)
This is the one area where digital copies aren't accepted. Wiltshire Council requires original proof of identity for you and your partner:
- Passport
- UK Residence Permit
- Photocard Driving Licence
You must present these in person at a council office or post them to: Benefits Team, County Hall, Trowbridge BA14 8JN. Include your claim reference or National Insurance number.
National Insurance Number
Proof of your NI number can be shown through:
- DWP award letter
- P60 or P45
- Official payslip showing your NINO
Digital scans are fine for this one — you can upload to the portal or email, as long as the total file size stays under 10 MB.
Address and Council Tax Liability
- Your 12-digit Council Tax account number (on your council tax bill)
- Tenancy agreement (if renting)
Bank Statements
This is where most people get caught out. Wiltshire Council requires two consecutive months of complete bank statements for every open account — yours and your partner's. That means:
- Current accounts
- Savings accounts
- Building society accounts
- Post office accounts
- ISAs
Complete statements, not just the pages showing a particular balance. If you have three bank accounts, provide two months of statements for each account.
Income Evidence
Employed: Consecutive wage slips — 5 weekly, 3 fortnightly, or 2 monthly.
Self-employed: Wiltshire Council's own Self-Employed Trading Statement form, plus your accounts. The council uses a specific local authority declaration form — generic accountant summaries won't substitute.
Benefits: Your full Universal Credit statement showing the element breakdown (not just the payment amount), or equivalent DWP award letters for legacy benefits.
Non-Dependant Details
If any adults aged 18 or over live with you (other than your partner), you'll need proof of their gross income. This means their payslips, benefit letters, or DWP notices. The council uses this information to calculate non-dependant deductions from your award.
The 10 MB Upload Limit
When submitting evidence through the portal or by email, the total file size must not exceed 10 MB per submission. Every upload also needs your National Insurance number or claim reference number attached.
If your bank statements are large PDFs, you may need to compress them or split submissions across multiple uploads. Photograph-based uploads from your phone often exceed this limit quickly — check file sizes before submitting.
