How to Apply for Council Tax Reduction in Wiltshire

What Wiltshire Council Tax Reduction Actually Is

Council Tax Reduction (CTR) is Wiltshire Council's local scheme that cuts the council tax bill for working-age residents on low incomes. It replaced the old national Council Tax Benefit in 2013, and the rules are set locally — so Wiltshire's scheme has its own capital limits, award caps, and protected-group rules that differ from neighbouring councils.

The scheme runs alongside national discounts like the 25% Single Person Discount. If you qualify for both, the discount comes off first and CTR is calculated on the reduced amount.

Applying is free and always has been. You don't need a third party to submit the claim, but you do need to know which documents to gather and how the online portal works before you start.

How to Apply Online

Wiltshire Council processes CTR claims through its online portal at wiltshire.gov.uk. Here's the sequence:

  1. Go to the Council Tax Reduction section on wiltshire.gov.uk and select "Apply for Council Tax Reduction."
  2. Create or log in to your My Wiltshire account.
  3. Fill in your household details — who lives at the address, your income, savings, and any benefits you receive.
  4. Upload supporting documents (bank statements, wage slips, Universal Credit breakdown). The portal accepts files up to 10 MB total per submission, and every upload needs your National Insurance number or claim reference.
  5. Submit the application. You'll get a tracking reference — write it down.

The portal gives you a 14-day save-and-return window. If you don't finish within 14 days, the incomplete application expires and you'll need to start again. So have your documents ready before you begin.

Applying by Phone

If you can't use the online portal, call the Wiltshire Council Benefits Team on 0300 456 0110 (Monday to Friday, 9 am to 5 pm). They can take your application over the phone or arrange assisted digital support if you need someone to walk you through the online form.

You'll still need to provide the same documents — the phone route doesn't waive the evidence requirements.

One Thing the Portal Can't Handle

Original proof of identity — passport, UK residence permit, or photocard driving licence — must be verified in person at a council office or sent by post. Digital copies aren't accepted for identity verification, even though everything else goes through the portal.

Post documents to: Benefits Team, County Hall, Trowbridge BA14 8JN. Include your claim reference or National Insurance number with anything you send.

What Happens After You Apply

Your claim takes effect from the Monday after Wiltshire Council receives it. If you're moving into a new property and apply within one month of becoming liable, the start date can align with your first day of liability.

The council reviews your evidence, runs a means test, and sends you a revised Council Tax Demand Notice showing the CTR credit applied to your account. CTR isn't paid as cash — it reduces your bill directly.

Starting a New Claim vs Renewing

If you already receive CTR, follow any renewal or evidence requests Wiltshire Council sends and check with the council before assuming your award will continue automatically. A move is a significant change that triggers reassessment; contact the council about what you need to submit for the new address.

Under the 2026/27 scheme rules, Universal Credit recipients no longer face monthly recalculations for small pay fluctuations. Your award stays stable until a "significant change" happens, like starting a new job or moving address.
