Wiltshire Council Tax Reduction and Universal Credit
Universal Credit Does Not Claim CTR for You
This catches people out every year. When you apply for Universal Credit, the DWP notifies Wiltshire Council that you're on UC — but that notification is not a Council Tax Reduction application. You must submit a separate CTR claim directly to Wiltshire Council through their online portal or by calling 0300 456 0110.
Until you submit that separate claim, you won't receive Council Tax Reduction through your Universal Credit claim, even if your income qualifies you for CTR.
The April 2026 Simplification
Before April 2026, UC recipients in Wiltshire faced monthly recalculations of their CTR award. Every time your UC payment shifted — even by a few pounds due to overtime or a bank holiday pay cycle — the council recalculated your council tax bill. This created constant billing chaos: revised demand notices arriving every month, direct debit amounts changing without warning, and arrears building up from timing mismatches.
From 1 April 2026, Wiltshire Council stopped doing this. Your CTR award now stays fixed until a "significant change" occurs. Minor pay fluctuations in your UC journal no longer trigger a recalculation.
What Counts as a Significant Change
Wiltshire Council defines four categories of significant change that will trigger a CTR reassessment:
- Moving address — within Wiltshire or out of the area
- Starting or ending employment — a new job, redundancy, or retiring
- A substantial shift in household income — not a £20 monthly swing, but a material change in your earnings or benefits
- Household composition changes — a non-dependant moving in or out, a partner leaving, a child turning 18
You're legally required to report any of these to the Wiltshire Council Benefits Team within one month. Reporting the change to the DWP for your UC claim doesn't count — the council needs its own notification.

How UC Income Is Treated in the Wiltshire Scheme
Wiltshire's CTR calculation uses your net monthly UC award notice. Under the local scheme rules, the UC award amount itself is disregarded as income — the council looks at your underlying earnings, pensions, and other income sources rather than the total UC payment figure.
This matters because it means the UC housing element, standard allowance, and child elements don't count against you in the means test. The council is assessing your actual financial resources, not your total benefit income.
Award Caps Still Apply
Being on UC doesn't automatically get you the maximum reduction. Wiltshire's working-age scheme has two tracks:
- Standard (non-protected): Maximum 80% reduction, so you'll always pay at least 20% of your bill
- Protected group: Up to 100% reduction — applies if you, your partner, or a dependent child receives PIP, DLA, or a War Pension
Your savings also matter. If your household capital hits £10,000, you're excluded from CTR entirely, regardless of your UC status.
