Reporting Changes to Your Wiltshire Council Tax Reduction
The One-Month Reporting Rule
If your circumstances change, you're legally required to tell Wiltshire Council within one month. This is separate from anything you report to the DWP — telling Universal Credit about a change does not count as notifying the council. You must contact Wiltshire Council directly.
Fail to report within the deadline and you risk an "excess reduction" — the council discovers the change later, recalculates your award retrospectively, removes the excess credit from your council tax account, and you suddenly owe the difference, spread across the remaining monthly instalments for the year.
What You Must Report
Wiltshire Council's list of reportable changes covers four categories:
Income changes: A new job, losing a job, a significant shift in earnings, changes to self-employed income, or adjustments to state benefits. Under the 2026/27 rules, minor monthly UC fluctuations from overtime or bank holiday pay don't count — only substantial, structural income shifts.
Savings and capital: If your household savings are approaching £10,000, report it. The working-age capital limit is absolute — once you hit £10,000, CTR eligibility ends entirely. If you receive a lump sum (inheritance, redundancy payment, insurance payout), report it even if you plan to spend it quickly.
Household composition: A non-dependant adult moving in or out, a partner leaving or a new partner moving in, a child turning 18 (they become a non-dependant), the birth of a child, or a death in the household.
Change of address: Moving within Wiltshire or out of the area. A move is a significant change that triggers reassessment; contact the council about what you need to submit for the new address.
How to Report
Three routes, same outcome:
- Online — through the "Report a change" section on wiltshire.gov.uk
- Phone — call the Benefits Team on 0300 456 0110 (Monday to Friday, 9 am to 5 pm)
- Post — write to Benefits Team, County Hall, Trowbridge BA14 8JN
Include your claim reference or council tax account number with any communication. If the change involves a new income level, attach supporting evidence (wage slips, UC statement, benefit letter).

The 2026 Significant-Change Rule
Before April 2026, every monthly UC recalculation triggered a CTR reassessment in Wiltshire. A £15 swing in your UC payment could generate a revised council tax bill.
From April 2026, Wiltshire Council only reassesses your CTR when a "significant change" occurs. This doesn't change your reporting duty — you still need to tell them about changes within one month — but it means your award won't bounce around with every minor pay variation.
The significant changes that trigger reassessment are: starting or ending employment, moving address, a substantial shift in household income, or a change in household composition. Routine monthly UC adjustments from fluctuating shift patterns are now explicitly excluded.
What Happens After You Report
The council reassesses your CTR and sends a revised Council Tax Demand Notice showing the new award and your updated monthly payments. If the change increases your award, the credit is applied to your account. If it reduces your award, the remaining balance is spread across the rest of the financial year.
If you disagree with the reassessment, you can request a reconsideration within one month of the revised decision.
Stay on Top of It
Reporting a change is straightforward — dealing with the fallout from not reporting is much harder. Our Wiltshire Council Tax Reduction guide includes a change-reporting log that tracks what you've reported, when, and through which channel, so you have a paper trail if the council queries anything later.
