Wiltshire Council Tax Reduction When Moving Home
Your CTR Award Must Be Reassessed When You Move
When you move to a new address in Wiltshire, your existing Council Tax Reduction award ends at your old property when your liability there ends. CTR is tied to a specific address and council tax account — it is not portable. Wiltshire Council reassesses your entitlement against the liability at your new home, even if you are staying within the council's boundaries.
Moving home is one of the events Wiltshire Council classifies as a "significant change" under the 2026/27 scheme rules. You are legally required to report the move to the council within one month, regardless of whether you also update your address with the DWP for Universal Credit. Reporting a move to the DWP does not notify Wiltshire Council — these are separate systems.
What to Do Before You Move
Tell Wiltshire Council about the move as soon as you know your move date. If you submit a claim within one month of becoming liable for council tax at your new property, the council can align your award start date with the first day of your new liability. Miss that window and your award starts from the Monday after they receive your application, leaving a gap with no reduction.
Gather your evidence early. You will need essentially the same documents as your original claim — two months of consecutive bank statements for all accounts, wage slips or your latest UC statement, and proof of your new address (tenancy agreement or a council tax bill for the new property). Your National Insurance number and identity details carry over, but the council may ask to re-verify depending on how long ago you last claimed.
Moving Within Wiltshire vs. Leaving
Staying within Wiltshire. Report the move to the same Wiltshire Council Benefits Team, which reassesses your award for the new address. Call 0300 456 0110 or use the online service at wiltshire.gov.uk and provide updated address and income details.
Moving out of Wiltshire. Your Wiltshire CTR claim ends, and you need to apply to your new local council. Every English council runs its own scheme with its own rules — capital limits, maximum award percentages, and protected group criteria vary. Do not assume the rules in your new area match Wiltshire's £10,000 capital limit or 80% maximum award for non-protected claimants.
Moving into Wiltshire. If you are arriving from another council area, you need a new claim with Wiltshire. Your previous CTR award does not automatically transfer; Wiltshire assesses your new claim using its own rules.

Your Council Tax Bill During the Transition
You will typically receive a closing bill for your old address (covering the period up to your move date) and an opening bill for your new address. If your old CTR was still active when you left, the reduction applies up to the date you moved out. Any credit on your old account can be refunded or transferred.
At the new address, you are liable for the full council tax from day one until your new CTR claim is processed. Continue paying the full amount to avoid falling into arrears. If your claim is approved and backdated to your liability start date, any overpayment is credited to your account.
One thing people overlook: moving to a different property band changes your council tax amount, which changes your CTR calculation. A move from a Band C to a Band E property, for example, means a higher gross bill — but for non-protected claimants, Wiltshire caps the CTR calculation at the Band D rate, so any liability above Band D is entirely yours.
If you want a step-by-step breakdown of the full claim process, evidence requirements, and how Wiltshire's band restriction cap affects your award, our Wiltshire Council Tax Reduction guide covers the complete picture.
