Dorset Council Tax Single Person Discount: How to Claim the 25% Reduction

What the Single Person Discount Is

If you are the only adult counted for council tax purposes in your property, you are entitled to a 25% reduction on your council tax bill under Section 11 of the Local Government Finance Act 1992. This is a statutory right — Dorset Council must apply it when you qualify.

For a Band D property in Dorset charged at roughly £2,200 a year, the 25% discount saves around £550 annually.

Who Counts as "Disregarded"

You do not need to physically live alone. Certain people who share your home are legally disregarded for council tax purposes, meaning they do not count toward the adult headcount:

  • Full-time students (enrolled on a qualifying course of more than 21 hours per week)
  • People with severe mental impairment (certified by a doctor and receiving a qualifying benefit)
  • 18- and 19-year-olds in full-time education or within a qualifying period after leaving school
  • Live-in carers providing at least 35 hours of care per week for someone other than a spouse or partner or child under 18
  • Diplomats and certain international workers
  • Members of visiting armed forces

If you live with one adult who is disregarded — say your 20-year-old son who is a full-time university student — you qualify for the 25% discount even though two people live in the property.

Dorset also has a separate local Care Leaver Discount for eligible young people under 25. Its household rules differ from the statutory disregards listed above.

How It Stacks with Council Tax Reduction

The Single Person Discount is applied to your bill before Council Tax Reduction is calculated. This means CTR gives you a percentage discount on the already-reduced bill, which works in your favour.

A single person in a Band C property (roughly £2,000 per year) with the 25% SPD applied has a net liability of £1,500. If their assessable weekly income places them in Band 3 (60% discount), their CTR award is 60% of £1,500 = £900 credit, leaving a residual bill of £600 — or £50 per month.

Without the SPD, that same 60% discount would be applied to the full £2,000, giving a £1,200 award and an £800 residual (£66.67 per month). The SPD saves an additional £200 per year on top of CTR.

How to Apply

You can apply for the Single Person Discount through Dorset Council's online account or by contacting them at 01305 221000. You will need to provide evidence that you are the sole qualifying adult — such as your council tax bill, proof of the other person's disregarded status (student enrollment letter or SMI evidence), and your own identification.

Dorset Council periodically reviews SPD claims, often using credit reference data to check how many adults are registered at the address. If your circumstances change — a partner moves in, or a student finishes their course — tell the council promptly so it can reassess the discount. Changes affecting a CTR award must be reported within 21 days.

Combining SPD with Other Reductions

The SPD sits in a fixed sequence of discounts:

  1. Severe Mental Impairment exemption or disregard (applied first)
  2. Disabled Band Reduction (lowers the band)
  3. Single Person Discount (25% off the bill)
  4. Council Tax Reduction (percentage credit against the reduced bill)
  5. Section 13A Discretionary Hardship (against any remaining balance)

Each step reduces the amount the next step works on. Claiming all the reductions you are entitled to before applying for CTR maximises the combined saving.

The Dorset Council Tax Reduction guide explains the full stacking sequence with worked examples, including the interaction between the SPD and each income band level.
