BCP Council Tax Single Person Discount

What the Single Person Discount Is

If you are the only adult counted for council tax purposes in your property, BCP Council reduces your bill by 25%. This is the Single Person Discount — a national entitlement, not means-tested. Your income, savings, and employment status are irrelevant. The only question is how many qualifying adults live at the address.

On a Band D property in 2026-27 (£2,435.58 gross), the 25% discount saves £608.90 per year — bringing the annual charge down to £1,826.69.

Who Counts and Who Does Not

The discount applies when only one person in the household is "counted" for council tax. Several categories of resident are disregarded entirely:

  • Full-time students — people who meet the Council Tax rules for full-time student status
  • Under 18s — children do not count
  • Severe mental impairment — a person certified by a doctor as severely mentally impaired and receiving a qualifying benefit (Attendance Allowance, PIP daily living, DLA care, etc.)
  • Live-in carers — qualifying carers who meet the Council Tax disregard rules, including the care-related and relationship conditions
  • Apprentices and trainees — qualifying apprentices or trainees who meet the Council Tax disregard rules for their training arrangement
  • Hospital or care home residents — people whose sole or main residence is a hospital, care home, or hostel

If you live with one other person who falls into any of these categories, you still count as the only qualifying adult and the 25% discount applies.

How to Claim

You apply for the Single Person Discount directly through BCP Council's website. It is separate from Council Tax Reduction — you can claim one, the other, or both.

Keep your household details current; BCP Council may ask you to confirm that you still qualify. If your circumstances change — a partner moves in, a student graduates, a child turns 18 — report the change promptly. Keeping a discount after you stop qualifying can lead to backdated charges on your bill.

SPD and Council Tax Reduction Together

The Single Person Discount and Council Tax Reduction are not mutually exclusive. They stack, with SPD applied first:

  1. Start with your gross band charge
  2. Subtract 25% for SPD
  3. Apply the means-tested Council Tax Reduction to the reduced figure

For a Band B property (£1,894.34): SPD brings it to £1,420.76, and if your income is at or below the applicable amount, working-age CTR at 80% of a Band C equivalent reduces it further. The Council Tax Reduction guide covers how the calculation works once SPD is in place.

The distinction matters because the Band C cap in BCP's working-age scheme is applied to the net liability after SPD, not the gross charge. A Band D property with SPD has a lower starting point than a Band D without it, which can change how much of the Band C cap bites.

Common Situations

You live alone but someone stays overnight regularly. Occasional visitors do not count — the discount is based on who has their main residence at the property. A partner who maintains a separate address and stays a few nights a week does not normally affect your discount, but if they effectively live with you most of the time, BCP may reclassify the arrangement.

Your adult child lives with you but is a full-time student. Students are disregarded. You keep the single person discount until they finish or withdraw from their course.

You are a single parent with children under 18. Children do not count. You qualify for the 25% discount.

Your partner has moved into a care home. If your partner's main residence is now the care home, they are disregarded and you qualify for SPD on the family home.

If you think you qualify and have not yet claimed, apply through BCP Council's online portal and ask the council whether it can apply the discount from an earlier date.
