BCP Council Tax Reduction: What It Is and Who Gets It
What BCP Council Tax Reduction Actually Is
Council Tax Reduction in Bournemouth, Christchurch and Poole is a means-tested discount that lowers your annual council tax bill. BCP Council runs its local scheme under Section 13A(1)(a) and Schedule 1A of the Local Government Finance Act 1992, separate from any national benefits you claim through the DWP.
For 2026/27, the average Band D council tax across the BCP conurbation is £2,435.58 — a 7.54% increase over last year. If you are on a low income, the Council Tax Reduction scheme (officially called Council Tax Support locally) can cut that bill by up to 80% for standard working-age claimants, or up to 100% if you qualify as a protected group.
The scheme has been running in its current form since BCP Council replaced the three legacy borough councils on 1 April 2019. Cabinet re-approved it without structural changes for 2026/27.
How the Scheme Works for Working-Age Residents
BCP Council uses a traditional means test. It compares your total household income against an "applicable amount" — a figure representing your basic living needs based on household size, ages, and any disability premiums. If your income is at or below that amount, you get the maximum reduction. If it is above, support tapers off at 20p for every extra pound of income.
Three structural caps apply to standard working-age claimants:
- 20% minimum contribution — even on zero income, you pay at least 20% of your bill (the scheme covers a maximum of 80%)
- Band C property cap — if your home is in Band D or above, the council calculates your reduction as if it were Band C, and you pay the full difference on top
- £0.50 minimum award — if your calculated weekly entitlement works out to less than 50p, you get nothing
Protected groups — households where someone receives a qualifying disability premium, Carer Premium or Carer's Allowance, ESA Support Component, listed war pension, or qualifying Universal Credit element — are exempt from the 20% minimum contribution and Band C cap and can receive up to 100% support. The £0.50 minimum-award cutoff still applies if the final calculated award is below 50p per week.
Who Qualifies
You need to meet four conditions:
- You (or your partner) are liable for council tax on a property in Bournemouth, Christchurch or Poole
- You are working age (below State Pension credit qualifying age), or in a mixed-age couple claiming Universal Credit
- Your household capital is not above £16,000, unless you receive the Guarantee Credit element of Pension Credit
- You are not subject to immigration control with a "No Recourse to Public Funds" condition
Pensioners who have reached State Pension credit age are covered by a separate national scheme that provides up to 100% support with no 20% minimum contribution or Band C cap.

A Quick Look at What You Could Save
The numbers vary with your income, household size, property band and whether you are in a protected group. Here are two common scenarios from BCP's 2026/27 rates:
A single person on Universal Credit in a Band A property (£1,623.72 annual bill) with income at or below the applicable amount would get an 80% reduction, bringing their net bill down to about £325 per year.
A disabled claimant receiving PIP in a Band D property (£2,435.58 annual bill) with protected group status and income below the applicable amount could receive 100% support — a net bill of £0.
The Catch Most People Miss
Claiming Universal Credit through the DWP does not give you Council Tax Reduction. BCP Council runs a separate application. You must apply directly through the council's online portal at bcpcouncil.gov.uk and supply supporting documents within one month. Every year, residents fall into avoidable arrears because they assumed the DWP claim covered everything.
