BCP Council Tax Reduction for Self-Employed Residents

How BCP Assesses Self-Employed Income

BCP Council assesses self-employed applicants using actual trading profits rather than a Minimum Income Floor. It starts with gross trading receipts, deducts allowable business expenses, then accounts for tax, National Insurance, and 50% of pension contributions to determine countable profit.

The council does not calculate this Council Tax Reduction using an assumed National Minimum Wage multiplied by working hours. Your actual allowable net profit is assessed against the applicable amount, and any excess income reduces the award under the scheme's taper.

BCP's Council Tax Reduction calculation does not use a Minimum Income Floor, including in the first 12 months of self-employment.

How BCP Council Assesses Self-Employed Income

The council follows a specific calculation order:

  1. Gross trading receipts — everything the business brought in
  2. Minus allowable business expenses — rent, materials, stock, insurance, travel, phone, accountancy fees
  3. Equals net trading profit
  4. Minus income tax and National Insurance
  5. Minus 50% of any occupational or personal pension contributions
  6. Equals countable monthly profit — this is the figure the means test uses

BCP Council will not accept raw receipts, a handwritten cash book, or a verbal estimate. You need either a formal profit and loss account or the council's own Supplementary Self-Employed Earnings Information Form, completed online.

If your earnings fluctuate month to month (seasonal work, project-based contracts), the council averages your income over a representative period — typically two months of trading accounts.

What Evidence to Prepare

Beyond the standard application evidence (bank statements, identity documents), self-employed claimants should prepare:

  • A profit and loss account covering the most recent trading period (at least the last two to three months, or a full financial year if available)
  • Business bank statements separate from personal accounts
  • Invoices, receipts, or a bookkeeping summary to support the P&L figures
  • SA302 tax calculation from HMRC (if you have filed a self-assessment return)

The more structured your figures are, the smoother the assessment. Officers assess what you present — poorly documented claims can be queried or delayed.

If Your Earnings Are Irregular

If you also receive Universal Credit, BCP uses the net UC award figure sent by the DWP and respects the earned-income disregards built into that award. The council processes individual UC elements through its own assessment rules.

If an assessment appears not to reflect your actual trading profits, ask BCP Council what income figure it used and provide an updated profit-and-loss account or the council's Supplementary Self-Employed Earnings Information Form.

The Practical Impact

If your countable net trading income is £150 per week and your total net household income is £100 per week above your applicable amount, the 20% taper reduces your weekly award by £20, subject to your eligible liability and any non-dependant deductions.

This makes it critical to document your actual earnings thoroughly and report changes in your trading income.

The BCP Council Tax Reduction guide explains the self-employed income assessment in detail, including how to prepare a profit and loss statement that matches what BCP Council's assessment officers expect.
