BCP Council Tax Reduction for Pensioners
A Different (Better) Scheme
If you have reached State Pension credit qualifying age, you are not covered by BCP Council's local working-age scheme. Instead, a national scheme applies — prescribed by central government regulations rather than designed locally by BCP Council. The rules are more generous across the board.
Under the national pensioner scheme:
- Up to 100% support — there is no 20% minimum contribution
- No Band C property cap — your award is calculated on your actual property band
- Three-month automatic backdating — no need to prove good cause, unlike the one-month limit for working-age claimants
- Access to Second Adult Rebate — if you share your home with someone on a low income who is not your partner, you may qualify for this alternative reduction. You cannot receive it at the same time as Council Tax Support; BCP awards whichever would pay more (working-age claimants are excluded from Second Adult Rebate)
Who Counts as Pension Age
You qualify for the pensioner scheme once you reach the State Pension credit qualifying age. For both men and women, this is currently 66. Check your exact date at gov.uk/state-pension-age if you are close to the threshold.
There is one exception: mixed-age couples where one partner has reached pension age but the other has not, and the couple receives Universal Credit, are assessed under the working-age rules instead.
How the Pensioner Means Test Works
The national scheme uses the same general structure as the working-age scheme — it compares your income against an applicable amount and tapers support for excess income — but the applicable amounts are set nationally and include more generous personal allowances and premiums for pensioners.
The pension-age capital rules differ from the working-age rules: capital up to £10,000 is ignored, and between £10,000 and £16,000 adds tariff income of £1 per week for each £500 (or part of £500) above £10,000. Capital above £16,000 usually bars entitlement unless you receive the Guarantee Credit element of Pension Credit.
If you receive Guarantee Credit, the £16,000 capital limit does not bar you. You still need to submit a separate Council Tax Support claim, and BCP will assess your award under the pension-age rules.

Pension Credit Is the Key Benefit to Check
Many pensioners in BCP who qualify for Pension Credit have not claimed it. If you are receiving Pension Credit Guarantee Credit, your Council Tax Reduction claim is straightforward — the council essentially gives you maximum support because the DWP has already assessed your financial need.
If you receive Savings Credit without Guarantee Credit, BCP uses the DWP's income and capital calculation for that Pension Credit award as the starting point for your Council Tax Reduction assessment. Do not assume the Savings Credit amount is disregarded.
State Pension itself is counted as income, but the pensioner applicable amounts are set high enough that many people on State Pension alone still qualify for significant council tax support.
How to Apply
Apply online through BCP Council's portal at bcpcouncil.gov.uk with your income evidence, bank statements, and identity documents. BCP applies the pensioner rules when you meet the State Pension Credit qualifying-age test; Council Tax Support is not awarded automatically.
If you should have applied months ago, the three-month automatic backdating means you have a larger window to recover lost support — no questions asked about why you did not apply earlier.
Worth Checking Even if You Think You Will Not Qualify
The pensioner scheme's generosity means that more people qualify than expect to. A single pensioner with State Pension and a small occupational pension in a Band B property, for example, could still receive partial Council Tax Reduction that covers a meaningful part of the £1,420.76 annual bill (after Single Person Discount).
The BCP Council Tax Reduction guide covers the pensioner scheme alongside the working-age rules, so you can see where your circumstances fit. For a free eligibility check, call Citizens Advice BCP on 0808 278 7939.
