Council Tax Reduction and Single Person Discount: Can You Claim Both?

Yes, You Can Claim Both

The 25% single person discount (SPD) and Council Tax Reduction (CTR) are two entirely separate entitlements under different parts of the Local Government Finance Act 1992. The SPD is a statutory discount under Section 11, available to anyone who is the only adult counted for council tax in their property. CTR is a means-tested (or income-banded) reduction under Section 13A, based on your household income and your local council's scheme rules.

They stack. You can — and should — claim both if you qualify.

How the Calculation Works

The order matters and works in your favour. The council applies the single person discount first, reducing your gross council tax bill by 25%. Your CTR is then calculated against the lower, discounted amount.

Here is a concrete example. Suppose your Band B annual council tax is £1,600. The 25% SPD reduces it to £1,200. If your council's working-age CTR scheme grants you a 75% reduction, the CTR is 75% of £1,200 = £900. Your final bill is £300 for the year.

Without the SPD, your CTR would be 75% of £1,600 = £1,200, leaving you with a £400 bill. The SPD saves you £100 a year on top of the CTR.

In councils that cap CTR at 80% or 85% of liability, the combined effect is even more significant. The SPD shrinks the base that the cap applies to, so the minimum payment is lower than it would otherwise be.

Who Counts as a "Disregarded" Person for SPD

The single person discount does not require you to literally live alone. Certain people are "disregarded" — they do not count as adults for the purposes of the discount. If everyone else in your home is disregarded, you qualify for the 25% SPD. Disregarded people include:

  • Full-time students
  • People who are severely mentally impaired (with a valid SMI certificate)
  • Live-in carers providing at least 35 hours of care per week (not to a spouse or partner, and not to a child under 18)
  • People under 18
  • Certain care workers on low pay employed by a charity
  • Diplomats and members of visiting forces

A common scenario: a parent claiming CTR lives with an adult child who is at university full-time. The student child is disregarded, so the parent qualifies for the 25% SPD, and their CTR is then calculated on the reduced bill.

Applying for Both

Many councils let you apply for SPD and CTR on the same form. If yours does not, apply for the SPD first (or at the same time) so that it is in place before your CTR is assessed. If you already have CTR but have not claimed the SPD — perhaps because a partner recently moved out or a household member gained disregarded status — report the change and request the discount. The council should automatically recalculate your CTR on the reduced liability.

If you are claiming CTR after a bereavement and the deceased was the other adult in the property, notify the council and ask it to recalculate the discount and CTR using the date the household circumstances changed. Watch for Errors

Occasionally, a council applies the SPD but fails to recalculate the CTR on the discounted amount — or vice versa, removes the SPD without adjusting the CTR base. If your bill looks higher than expected after a change, check both the discount line and the CTR line on your council tax statement. Each should be calculated in the correct order.

The Council Tax Reduction in England guide explains how the two interact within your local scheme, with a worked example using your council's specific rules, and the Parallel Discount Screening Checklist helps you identify every discount and exemption you might be missing alongside your CTR claim.
