Single Person Discount and Council Tax Reduction in Cornwall

You Can Claim Both

The 25% Single Person Discount and Council Tax Reduction in Cornwall are separate schemes, and you can hold both at the same time. They're applied in a specific order that affects how much you actually pay.

The Single Person Discount comes first. It reduces your gross council tax liability by 25% if you're the only countable adult in the property. Then Cornwall's Council Tax Support scheme calculates your award based on the reduced (post-discount) figure. The 75% working-age cap applies to the already-discounted bill.

What This Looks Like in Practice

Say you live alone in a Band A property in Cornwall with annual council tax of £1,400. The Single Person Discount cuts that to £1,050. Cornwall's 75% cap on the discounted bill gives a maximum weekly award of about £15.14. Your residual payment — the bit you owe — works out to roughly £5.05 per week, or around £263 per year.

Without the Single Person Discount, the same Band A property would have a 75% cap based on the full £1,400. The maximum award would be higher in absolute terms, but so would your remaining bill. The discount-first calculation actually works in your favour for the minimum payment.

When You Lose the Single Person Discount

Another adult moving into your home — a partner, an adult child returning, a friend or relative — means you no longer qualify for the Single Person Discount. Your base bill jumps, and if that person earns enough, a non-dependant deduction gets added to your Council Tax Support calculation as well.

Certain people are "disregarded" for Single Person Discount purposes: full-time students, people with severe mental impairment who are certified and receiving a qualifying benefit, live-in carers (not your partner), and under-18s. If the only other adult in your home falls into one of those categories, you keep the discount.

You must report the change to Cornwall Council within 21 days. If you lose the discount and your household income qualifies, make sure your Council Tax Support claim is active — it partially offsets the higher bill.

The Cornwall Council Tax Reduction guide explains how the two schemes interact, with worked calculations showing the combined effect on different property bands.
