Council Tax 25 Percent Discount — How Much Do You Save?
How the 25% discount is calculated
The single person discount reduces your annual council tax bill by exactly one quarter. It applies to the gross amount set for your valuation band, before any Council Tax Reduction (the means-tested scheme) is calculated, but after any disabled band reduction.
For the 2026/27 financial year, the average Band D council tax in England is around £2,170. A 25% single person discount on a Band D property saves roughly £542.50 per year — about £45 per month.
Savings by council tax band
Actual figures vary between councils because each sets its own rate. Using the national average proportions for 2026/27:
| Band | Approximate annual charge | 25% discount saving | You pay |
|---|---|---|---|
| A | £1,447 | £362 | £1,085 |
| B | £1,688 | £422 | £1,266 |
| C | £1,929 | £482 | £1,447 |
| D | £2,170 | £543 | £1,628 |
| E | £2,652 | £663 | £1,989 |
| F | £3,134 | £784 | £2,351 |
| G | £3,617 | £904 | £2,713 |
| H | £4,340 | £1,085 | £3,255 |
Your actual bill depends on your council's charge for your band. Check your annual council tax demand for the exact figure.
Who qualifies
The discount is not means-tested. You qualify if only one adult in the household counts for council tax purposes — regardless of income or savings. You can be a homeowner, a tenant, employed, retired or on benefits.
You count as a single occupant if you genuinely live alone, or if every other adult in the home is "disregarded" under Schedule 1 of the Local Government Finance Act 1992. Disregarded adults include full-time students, people who meet the severe mental impairment and qualifying-benefit tests, apprentices on qualifying programmes earning no more than £195 per week gross, qualifying live-in carers, qualifying 18- and 19-year-olds in non-advanced education and several other categories.
Children under 18 never count. A widowed parent living with two children under 18 qualifies for the full 25%.

Does the discount stack with other reductions?
Yes. The single person discount and the Council Tax Reduction scheme work on different parts of the bill:
- The council sets your gross band charge
- Any disabled band reduction drops you one band
- The 25% single person discount is applied
- Council Tax Reduction (the means-tested scheme) is then calculated on the reduced amount
A pensioner on a low income can receive both the 25% discount and a further reduction through the pensioner CTR scheme, potentially cutting their bill to near zero.
The second adult rebate (also called alternative maximum Council Tax Reduction) may be available to pension-age claimants who live with another low-income adult who is not their partner and is not responsible for the Council Tax. The rebate is based on the second adult's income and scheme conditions.
You cannot receive a second adult rebate and the single person discount for the same household situation, because the second adult's presence prevents the single person discount. If you may qualify for more than one form of support, ask your council to assess which award applies under its scheme.
How to claim
Apply through your council's website — search "[your council name] single person discount" to find the form. The discount applies from the date you became eligible, not the date you apply, so there is no penalty for claiming late.
