How to Apply for Single Person Council Tax Discount in England
Who qualifies for the 25% discount
The single person discount (SPD) knocks 25% off your council tax bill when only one adult in the household counts for council tax purposes. Under Section 11 of the Local Government Finance Act 1992, it is a statutory right — not means-tested and not at the council's discretion. Your income, savings and benefits are irrelevant; the only question is how many countable adults live in the property.
You qualify if you live alone, or if every other adult in your home falls into a "disregarded" category: full-time students, people who meet the severe mental impairment and qualifying-benefit tests, apprentices on qualifying programmes earning no more than £195 per week gross, qualifying live-in carers providing 35+ hours of care to a person receiving a qualifying benefit (excluding a spouse, partner or parent caring for a child under 18), qualifying 18- and 19-year-olds in non-advanced education, or members of certain other groups listed in Schedule 1 of the Act.
Children under 18 never count. A parent living with three children under 18 is a single countable adult and qualifies.
How to apply
Most councils in England accept applications through their website. Search "[your council name] single person discount" to find the form. Some councils still accept paper applications, but online is faster and creates an immediate record.
You will typically need:
- Your council tax account number (on your bill)
- Your name, address and date of birth
- Confirmation of who else lives in the property and why they are disregarded (student certificate, SMI doctor's certificate, apprenticeship agreement)
- The date you became eligible — this is the date the second adult moved out, died, or first met a disregard condition
There is no central government form. Each of England's 300+ billing authorities runs its own application process under the same statute.
What evidence councils accept
Councils assess your household composition, not your word alone. Useful evidence includes:
- A signed tenancy agreement or mortgage statement in your sole name
- Electoral register showing only your name at the address
- Utility bills in your name only
- A student certificate from a university or college (for a disregarded student)
- A GP's SMI certificate and qualifying benefit award letter (for a disregarded person with a severe mental impairment)
- A letter from an employer or training provider (for a disregarded apprentice)
If a partner has recently moved out, evidence of their new address strengthens your claim — a forwarding address, new tenancy agreement, or change of electoral registration.

Can you backdate the discount?
Yes. The 25% discount applies from the date you became eligible, not the date you applied. Under the Act, council tax liability is assessed daily, so if you qualified six months ago and only apply now, the council must recalculate from that date and credit the overpayment to your account.
There is no statutory time limit on backdating in England. Councils sometimes resist backdating beyond a few years, but the law does not cap it. If you have evidence that you qualified from a specific date, claim from that date. Our England Single Person Discount guide includes a retrospective claim calculator and the evidence checklist councils look for when processing backdated applications.
What happens after you apply
The council reviews your application and may cross-check your claim against credit reference agency data. If approved, your bill is recalculated and you will receive an amended council tax demand showing the 25% reduction. Any overpayment is credited against future instalments or refunded.
If the council refuses your claim, you have the right to challenge the decision through a Section 16 grievance and, if that fails, a free appeal to the Valuation Tribunal for England. The complete guide walks through both routes step by step, with letter templates and deadline trackers.
