Single Person Council Tax Discount Scotland
What the Single Person Discount Gets You
If you are the only adult counted for council tax purposes in your home, you qualify for a 25% discount on your council tax bill in Scotland. The discount also applies to your Scottish Water supply and waste water charges — both lines on your demand notice drop by the same 25%.
Under Section 11 of the Local Government Finance Act 1992, the discount kicks in from the day you become the sole counted adult in the property. That could be the day a partner moves out, the day a flatmate leaves, or the day you move into a property on your own.
The key phrase is "counted for council tax purposes." Children under 18 are automatically disregarded, so a parent living alone with children qualifies. Full-time students, care leavers under 26, qualifying carers, and apprentices who meet the training and pay tests are also disregarded — if you live with someone in one of those categories, they don't count towards the adult tally, and you may still get 25% off.
How to Apply
Every council in Scotland handles SPD applications through its own portal or form. The fastest route is through your council's online self-service system, usually accessible via your MyAccount login on mygov.scot.
Here is what the process typically looks like:
- Find your council's application. Go to mygov.scot, select "Council Tax," then choose your local authority. Most councils have a dedicated "Single Person Discount" application form.
- Confirm your household. You will need to declare every person aged 18 or over living at the address, and explain why anyone other than you should be disregarded (student certificate, care leaver verification, or carer evidence).
- Provide supporting evidence. Councils commonly ask for a copy of a tenancy agreement or lease in your sole name, utility bills, or a signed declaration. If a partner has recently moved out, some councils want proof of their new address — a forwarding tenancy agreement or utility account.
- Submit and wait for confirmation. Most councils process SPD claims within 2 to 4 weeks. You will receive a revised demand notice showing the reduced amount.
If your council does not offer an online application, download the paper form from their website or call the revenues department directly.
What Happens During a Review
Scottish councils run periodic reviews of single person discounts using data from credit reference agencies, the National Fraud Initiative, electoral rolls, and DVLA records. If their data suggests a second adult lives at your address, they will send you an SPD Review Questionnaire.
You typically have 21 to 28 days to respond. Failing to return the form leads to automatic cancellation of your discount and a backdated bill for the difference. If the data is wrong — say a former tenant still shows at your address — send counter-evidence through your council's portal or in writing. A copy of the other person's current tenancy agreement or a letter from their landlord usually resolves it.

Backdating Your Discount
If you qualified for the SPD but did not claim it straight away, you can ask your council to backdate the discount. There is no rigid statutory limit on how far back a council can go, but you will need evidence for every period you are claiming — tenancy records, utility bills, or electoral roll entries showing single occupancy.
Some councils backdate several years without issue; others push back on claims older than 12 months. If your council refuses to backdate as far as you believe is justified, send the billing council a written grievance and, if necessary, appeal to the First-tier Tribunal for Scotland (Local Taxation Chamber).
Common Questions
Does the single person discount apply to water charges too?
Yes. The 25% discount applies automatically to both your council tax line and the Scottish Water supply and waste water lines on your demand notice.
My adult child is a full-time student — do I still get the discount?
If your child is enrolled on a qualifying full-time course (at least 21 hours per week over 24 weeks per year for higher education), they are disregarded. That leaves you as the only counted adult, so you qualify for 25% off.
I work offshore and my partner stays at home. Can I claim?
Probably not while your partner remains at the property. The discount requires only one counted adult in the dwelling. If you maintain the home as your sole or main residence and your partner lives there too, there are two counted adults. The discount only applies if your partner moves out or qualifies for a disregard.
The 25% single person discount is straightforward to claim and can save you hundreds of pounds each year.
