How to Apply for a Council Tax Discount in Scotland Online

Where to Find Your Council's Application Portal

Scotland's 32 local authorities each run their own council tax office, but the Scottish Government's mygov.scot portal acts as the front door. Search for your council on mygov.scot, and you'll be directed to the correct online application form for discounts and exemptions.

Some councils — Edinburgh, Aberdeen, and Glasgow among them — handle everything through their own digital portals. Others, like Argyll & Bute, still offer downloadable Word or PDF forms alongside online options. If your council's website doesn't have an obvious "Apply for a discount" button, look under "Council Tax" in the A-to-Z services list, or phone the revenues department and ask for the correct form to be posted.

What You'll Need Before You Start

Gather your evidence before you open the form. Every discount category requires different proof, but most applications ask for:

  • Your council tax account number (printed on your annual demand notice)
  • National Insurance number for identity verification
  • Proof of single occupancy — if you're claiming the 25% single person discount, you may need a statutory declaration or self-declaration form
  • Student certificates — universities and colleges issue council tax certificates confirming course dates, hours, and enrolment status
  • Social work verification — care leavers need a signed letter or stamped form from the local authority that looked after them on or after their 16th birthday
  • Tenancy agreement or property deeds — to confirm who lives at the address

Missing a document is the most common reason applications stall. Councils won't process incomplete forms — they'll write back asking for more information, adding weeks to the timeline.

Submitting Your Application Step by Step

  1. Log into your council's self-service portal using your mygov.scot MyAccount credentials (or the council's own login system)
  2. Select the discount type — single person discount, student exemption, care leaver disregard, or another category
  3. Fill in household details — the form will ask you to list every adult resident at the property and their status (student, care leaver, carer, etc.)
  4. Upload evidence — attach copies of certificates, letters, or declarations. If the portal doesn't accept uploads, ask the revenues office which format it accepts
  5. Submit and note the reference number — you'll need this if you have to chase progress

Published processing targets vary by council, from 14 working days to 6 weeks, with longer waits around September and October. If your discount is approved, you'll receive a revised demand notice showing the reduced amount. The discount runs from the date you became eligible — not the date you applied — so if you moved in three months ago, the reduction is backdated to your move-in date.

What Happens After You Apply

Your council will either approve the discount and issue a revised bill, or write to you requesting further evidence. If the application is refused, ask for the decision in writing. For a council tax liability, discount, or exemption dispute, Section 81 of the Local Government Finance Act 1992 requires you to send the council a written notice explaining why you are aggrieved. If the council notifies you that it disagrees or has taken steps to deal with the grievance and you remain aggrieved, or if two months pass without a response, you can appeal to the First-tier Tribunal for Scotland (Local Taxation Chamber). Form C1 guidance says to submit the appeal within four months of your notice to the council; if it is late, include an explanation.

Keep copies of everything you submit. If a council loses your paperwork or claims they never received your application, your copy of the submission confirmation or posted receipt is your proof.
