How to Apply for Single Person Council Tax Discount in Barnet

The single person discount is one of the most straightforward council tax reductions available in Barnet — a flat 25% off your annual bill — but it is also one of the most commonly missed or misunderstood.

Who Qualifies

You qualify if you are the only adult counted for council tax purposes living in your property as their sole or main residence. "Only adult" does not necessarily mean you live alone. Several categories of people are "disregarded" and do not count:

  • Children under 18
  • Full-time students (enrolled on a qualifying course lasting at least one year and involving at least 21 hours of study per week)
  • People with severe mental impairment (certified by a doctor and receiving a qualifying benefit)
  • Live-in carers (providing at least 35 hours of care per week to someone receiving Attendance Allowance, middle or higher rate DLA care, standard or enhanced PIP daily living, Armed Forces Independence Payment, or a qualifying increase to Disablement Pension or Constant Attendance Allowance; the cared-for person cannot be their spouse or civil partner, or their own child under 18)
  • Certain apprentices and trainees

So a parent living with only dependent children qualifies. An adult living with a severely mentally impaired partner qualifies. A homeowner whose only other resident is a full-time student qualifies.

How to Apply

Apply through Barnet's online MyAccount portal or call 020 8359 2000 (Option 2). You will need your council tax account reference (the 10-digit number on your demand notice) and, depending on who lives with you, evidence that other residents are disregarded — a student certificate, a medical certificate for SMI, or proof of a carer's hours.

The discount is applied directly to your council tax account. You will receive a revised demand notice showing the reduced annual charge and updated monthly instalments.

How It Interacts With Council Tax Reduction

The single person discount is applied before CTR is calculated. This is an important distinction — it reduces the base liability, and then your CTR percentage is applied to the already-reduced amount.

For example, a Band D property in Barnet costs £2,132.60 per year. The single person discount drops that to £1,599.45. If you also qualify for working-age CTR, the Band C cap applies to the discounted figure (or to the Band C equivalent, whichever is lower). The CTR percentage then applies on top.

This stacking means the combined effect of the single person discount plus CTR can be substantial. A single unemployed person in a Band B property with both the 25% discount and Band 1 CTR (70%) would see their annual bill drop from £1,658.69 to roughly £373 — as shown in Barnet's own scheme examples.

Reporting Changes

If another counted adult moves into your property — a partner, an adult child who is no longer disregarded, or a lodger — you must report this to Barnet. The single person discount will be removed from the date that person moved in, and any discount applied after that date can be recovered as an overpayment.

Barnet reviews residents' circumstances and uses National Fraud Initiative data matching between council tax records and the Electoral Register for Single Person Discount checks. If you no longer qualify, Barnet can correct the bill and recover any discount wrongly applied.
