Single Person Discount for Council Tax in West Northamptonshire
What the Single Person Discount Gives You
If you are the only counted adult in your property, West Northamptonshire Council reduces your Council Tax bill by 25%. This is a statutory discount — every billing authority in England must offer it — and it applies regardless of your income, savings, or employment status.
On a Band D property in West Northamptonshire (approximately £2,487 for 2026/27), the discount saves around £622 per year. For Band A, the saving is roughly £415. The discount is applied before any means-tested Council Tax Reduction, so it lowers the base figure that the LCTRS calculation works from.
Who Qualifies
You qualify if you are the only person aged 18 or over living in the property as their sole or main residence. Certain adults are "disregarded" for this purpose — they do not count even if they live with you:
- Full-time students (on a qualifying course lasting at least one academic year, or one calendar year where the institution does not use academic years, normally attended for at least 24 weeks per academic year, and averaging at least 21 hours per week of study, tuition, or work experience)
- Student nurses and apprentices on approved schemes
- Severely mentally impaired people who have a GP certificate and receive a qualifying benefit
- Live-in carers providing at least 35 hours of care per week on average to someone in the household who receives a qualifying disability benefit, provided the person cared for is not the carer's spouse or partner and, if under 18, is not their child
- People in detention (prison, hospital under a court order)
- People under 20 in part-time or full-time education, and people under 20 who leave a qualifying course after 30 April and before 1 November (disregarded until 1 November)
If exactly one adult is counted, the property may qualify for the 25% Single Person Discount. If all residents are disregarded, WNC grants a 50% discount unless the property qualifies for a Class N exemption as a home occupied solely by full-time students or a Class U exemption as a home occupied solely by qualifying SMI residents.
How to Apply
Apply through the West Northamptonshire Council website at westnorthants.gov.uk under Council Tax discounts, or email [email protected] with your name, address, Council Tax account number, and a declaration that you are the only qualifying adult at the property.
WNC may ask for evidence — for example, a student certificate for an adult child living with you, or a tenancy agreement showing another adult has moved out. The discount is usually applied from the date the sole occupancy began, provided you apply reasonably promptly.

SPD and Council Tax Reduction Together
The Single Person Discount and Council Tax Reduction are separate reliefs that stack. WNC applies the SPD first (reducing your bill by 25%), and then calculates your LCTRS entitlement against the lower net liability.
This interaction matters. With the maximum 80% working-age CTR applied to the already-discounted bill, a single person on passported benefits in Band B pays roughly £252 per year — the 20% minimum of the SPD-reduced liability. Without SPD, the same person would pay around £336.
Always claim SPD before applying for Council Tax Reduction. If you are already receiving CTR but have not claimed SPD, notify WNC immediately — you are overpaying.
When WNC Reviews Your Discount
WNC periodically runs reviews of Single Person Discount claims, cross-referencing council tax records with the electoral register, credit reference data, and other databases. If the review suggests another adult is living at your address, WNC will write to you asking for confirmation.
Respond within the deadline stated in the letter. If you genuinely still qualify, confirm it and provide any evidence requested. If your circumstances have changed — for example, a partner has moved in or an adult child has returned from university and is no longer a disregarded student — report it. Continuing to claim SPD when you no longer qualify creates an overpayment that WNC will recover, potentially with a penalty.
Losing and Regaining the Discount
If another counted adult moves into your property, you lose SPD from the date they move in. Report the change within 21 days to avoid penalties. Your bill will increase, but if the new household member has a low income, your overall Council Tax Reduction may partially offset the loss.
If the additional counted adult later moves out, you can reclaim SPD from their departure date. Apply again through the usual route — WNC does not reinstate it automatically.
