Council Tax Reduction for Couples and Joint Claims in West Northamptonshire

How Couples Are Assessed

When you apply for Council Tax Reduction in West Northamptonshire, the means test looks at the combined income and savings of both you and your partner — whether you're married, in a civil partnership, or living together as a couple. There's no option to claim based on just one person's income.

Both partners' earnings, benefits, and capital are added together and compared against the household's applicable amount. The applicable amount is higher for couples than for single claimants, reflecting the assumed needs of a two-person household, but it doesn't double — so a second income almost always reduces the award.

What Counts as Partner Income

WNC includes all the usual sources for both partners:

  • Net earnings after tax, NI, and pension contributions
  • Universal Credit, contributory ESA, and contribution-based JSA; income-related ESA, income-based JSA, and Income Support are passported, while PIP and Child Benefit are disregarded
  • Occupational or private pensions
  • Tax credits (for households still receiving them)
  • Any other regular income

Standard earnings disregards apply — a fixed weekly amount is ignored before the excess income taper kicks in. The disregard is higher for lone parents and disabled claimants, but for a couple where both partners work, only the higher applicable disregard is used (they don't stack).

Capital is also combined. If your joint savings, ISAs, and investments exceed £16,000, you're disqualified. Between the lower threshold and £16,000, tariff income is calculated on the combined total.

Mixed-Age Couples

If one partner is under state pension age and the other has reached it, the couple is generally assessed under the working-age LCTRS rules — not the more generous national pensioner scheme. This is a consequence of Universal Credit rules: new claims from mixed-age couples are treated as working-age.

The exception is if the pension-age partner was already receiving Pension Credit or pension-age Housing Benefit before 15 May 2019, and entitlement has been continuous since. In that narrow case, the couple stays on pension-age rules (up to 100% reduction, no minimum payment).

For everyone else, the working-age scheme applies: maximum 80% award, 20% minimum payment, £16,000 capital limit.

When One Partner Works

The most common scenario is one partner on benefits and one in part-time or variable work. The working partner's net earnings are added to the household income, but after the earnings disregard. If the combined income exceeds the applicable amount, the award tapers at 20p per £1 of excess.

This means a small increase in one partner's hours can reduce the CTR award, but the taper is gradual — you won't lose a pound of council tax reduction for every pound earned. The calculation works on weekly income, so fluctuating earnings (common with zero-hours contracts) cause the award to change each assessment period.

If you're on Universal Credit, WNC uses your UC award statement to assess income. UC already accounts for earnings through its own taper, but WNC applies its own separate calculation — the two don't mirror each other perfectly.

Reporting Changes

When either partner's income, savings, or household circumstances change, you must notify WNC within 21 days. This includes a partner moving in or out, starting or stopping work, or a change in benefit awards. Late reporting can create an overpayment that WNC adds back onto your council tax bill.

Report changes by email to [email protected] or through the online portal. If you're on UC, note that DWP data sharing does not automatically update your LCTRS claim — WNC may receive basic UC award data via ATLAS, but you should still report directly.
