West Northamptonshire Council Tax Reduction: What the Scheme Pays and How to Claim

What Is the West Northamptonshire Council Tax Reduction Scheme?

West Northamptonshire Council runs a Local Council Tax Reduction Scheme (LCTRS) that cuts your Council Tax bill if your household income is low enough to qualify. The scheme covers the entire area that used to be split between Daventry District, Northampton Borough and South Northamptonshire — all three merged into West Northamptonshire Council on 1 April 2021.

For the 2026/27 financial year, the scheme works on a traditional means-tested model: the council compares your household income against a baseline "applicable amount" and calculates how much support you receive. Pension-age claimants follow separate national rules and can receive up to 100% support. Working-age claimants are subject to WNC's local rules.

As of June 2026, 17,384 residents in West Northamptonshire receive Council Tax Reduction — 10,038 of them working age.

The 20% Minimum Payment Rule

The single most important thing to know about WNC's scheme: if you're of working age, the maximum reduction is capped at 80% of your net Council Tax liability. You will always pay at least 20% of your bill, even if your household income is zero.

This means a working-age single person in an illustrative Band B example with a £1,680 bill before discounts who also qualifies for Single Person Discount will still owe about £252 per year — 20% of the £1,260 net liability.

Neighbouring North Northamptonshire is even stricter, capping support at 75% and requiring a 25% minimum payment. WNC's 20% minimum has been in place since the council formed; it was confirmed unchanged for 2026/27, and the Cabinet recommended keeping it for 2027/28.

Who Qualifies

Three baseline requirements:

  1. You're liable for Council Tax at a West Northamptonshire address that is your sole or main home
  2. You're on a low income and your combined household capital (savings, investments) does not exceed £16,000
  3. You have the right to claim public funds — people subject to immigration control under Section 115 of the Immigration and Asylum Act 1999 who have No Recourse to Public Funds cannot claim

If you receive Universal Credit, you still need to apply separately to WNC. Ticking the Council Tax box on your UC application does not create a local claim — a common misconception that leaves people with unexpected arrears.

How to Apply

Applications go through WNC's online eClaim form at westnorthants.gov.uk. Paper forms are available by phone for people who cannot use the digital service.

You will need proof of identity, National Insurance number, income evidence (payslips, UC award statement, or self-employment accounts), and bank statements for all accounts covering the last two months if your capital exceeds £850.

Processing currently takes around 8–9 weeks from submission. WNC's October 2026 backlog notice shows they are working through applications received from 15 August 2026.

How the Reduction Is Calculated

WNC compares your total household income against your applicable amount — a figure based on your household size, ages and any disability premiums. If your income is below the applicable amount, the income test starts from the full 80% maximum before any applicable non-dependant deduction. If it's above, the reduction drops by 20p for every £1 of excess income.

Non-dependant adults living with you (not your partner, dependent children or commercial lodgers) trigger fixed weekly deductions from your award, based on their own income. However, if you or your partner receive PIP daily living, DLA care at middle or highest rate, or Attendance Allowance, non-dependant deductions are waived entirely.

What If You Can't Afford the 20% Minimum?

WNC operates a £100,000 Exceptional Hardship Fund under Section 13A(1)(c) of the Local Government Finance Act. If you're already receiving Council Tax Reduction (or have applied) and cannot cover the remaining bill, you can apply for an additional credit on your account.

Between April and July 2026, WNC received 450 hardship applications and approved 201 awards totalling £55,066. The fund cannot cover shortfalls from DWP sanctions, court costs or arrears from before April 2021.
