How Is Council Tax Reduction Calculated in West Northamptonshire?

The Calculation in Plain English

West Northamptonshire Council uses a traditional means test to calculate your Council Tax Reduction. It compares what you earn against what the government says you need to live on, then works out how much of your bill should be covered. The maximum it will ever cover for working-age claimants is 80%.

Here is each step of the calculation.

Step 1: Work Out Your Net Council Tax Liability

Start with your annual Council Tax bill before any reduction. Then subtract any statutory discounts you already receive — most commonly the 25% Single Person Discount.

For illustration, assume a Band D bill of £2,160 in 2026/27, including parish precepts. A single person gets 25% off, leaving a net liability of £1,620.

Step 2: Apply the 80% Cap

WNC caps working-age support at 80%. So the maximum weekly reduction the council will award is 80% of your net weekly liability. Using the example above: £1,620 ÷ 52.14 weeks = £31.07 per week, and 80% of that = £24.86 maximum weekly award.

Step 3: Calculate Your Applicable Amount

The applicable amount is a baseline figure representing your household's minimum living costs. It varies by:

  • Whether you're single or a couple
  • Whether you have children
  • Whether you or your partner qualify for disability premiums (Severe Disability Premium, Enhanced Disability Premium, Disability Premium)
  • Whether you have caring responsibilities

The applicable amount is set nationally and updated each April.

Step 4: Compare Income to Applicable Amount

WNC adds up your total assessable weekly income — earnings (after disregards), benefits, pensions and any tariff income from savings between the lower threshold and £16,000.

If your income is at or below your applicable amount, the income test leaves the full 80% maximum award before any applicable non-dependant deduction.

If your income exceeds your applicable amount, the council reduces your award by 20p for every £1 of excess. This is the "20% taper."

Step 5: Subtract Non-Dependant Deductions

If other adults live in your home who are not your partner, dependent children or commercial lodgers, a fixed weekly deduction is subtracted from your award based on their gross income. These deductions range from a few pounds per week for low earners up to the mid-teens for higher earners.

There is an important exception: no non-dependant deduction applies if you or your partner receive PIP daily living component, DLA care at middle or highest rate, or Attendance Allowance.

Worked Example

A single Universal Credit claimant in a Band B property (£1,680 annual bill):

  • Single Person Discount: −£420 → net liability = £1,260
  • Weekly net liability: £24.16
  • Maximum 80% award: £19.33 per week
  • Income: passported UC, no excess above applicable amount
  • Non-dependant deductions: none
  • Weekly award: £19.33 → annual bill reduced to £252.84 (the 20% minimum)

A working couple with two children in a Band D property (£2,160):

  • No Single Person Discount → weekly liability = £41.42
  • Maximum 80% award: £33.14 per week
  • Excess income above applicable amount: £60 per week
  • Taper reduction: £60 × 20% = £12.00
  • Weekly award: £21.14 → annual remaining bill = £1,056.72

Why Your Decision Notice Matters

When WNC determines your claim, they issue a written decision notice showing every figure: assessed income, applicable amount, excess, taper, deductions and the final weekly award. If any number looks wrong, you have one month to lodge a written grievance with the council.
